Female. Holotype. Length, 1.16 mm. Head with frontovertex, face and inter-torular area pale brown; temple in upper two-thirds pale brown, lower third of temple and malar space yellow. Mandible dark brown in apical third. Antenna (outer aspect) with scape yellow, distal half of dorsal margin and slightly less than proximal half of ventral margin, brown; pedicel brown, apically yellow; F1 and F2 brownish, F3–F5 brownish yellow, apex of F5, F6 and clava dark brown. Antenna (inner aspect) same as in outer aspect, except F1–F4 brown, F5 dark brown ( Fig. 48 View FIGURES 48 – 52 ). Mesosoma with pronotum brownish yellow; mesoscutum brown; axilla yellow, sides brown; scutellum yellow, anteriorly brownish yellow; tegula yellow in basal half, brown in apical half; metanotum dark brown; propodeum in middle third brownish yellow, sides dark brown; mesopleuron dark brown. Fore wing ( Fig. 51 View FIGURES 48 – 52 ) infuscate, with apex narrowly and basal third, hyaline; the hyaline area in basal third with an oblique infuscate streak, and a faintly infuscate, roughly triangular area below proximal half of parastigma; the hyaline areas with hyaline setae. Hind wing hyaline. Fore leg with coxa white, femur and tibia brownish yellow; tarsus yellow. Mid leg with coxa yellow, femur pale brown and tibia brownish yellow; spur and tarsal segments 1–4 white, fifth segment yellowish brown. Hind leg with coxa white; femur yellow becoming dark brown in about apical half or so; tibia white in basal third, brownish yellow in distal two-thirds; tarsal segments 1–4 white, fifth segment brownish yellow. Metasoma dark brown with TI of gaster bluish green; exserted part of ovipositor sheaths brownish yellow.

Head. Frontovertex width 0.33× head width; ocellar triangle with apical angle slightly acute; posterior ocellus separated from margin of eye by about half diameter of ocellus; head, in frontal view ( Fig. 49 View FIGURES 48 – 52 ), very slightly (1.03×) broader than high; scrobes inverted U-shaped with margins rounded; inter-torular area slightly convex; distance between toruli 0.75× frontovertex width; eye height 2.44× malar space; frontovertex with fine, polygonal reticulate sculpture, the cells elongate on malar space; head with setae fine and white. Mandible ( Fig. 50 View FIGURES 48 – 52 ) with two teeth and a rounded dorsal tooth. Antenna ( Fig. 48 View FIGURES 48 – 52 ) with scape about 5× as long as broad; pedicel longer than F1 and F2 combined; F1and F3 slightly longer than broad and each longer than F2; F4 quadrate to slightly longer than broad; F5 quadrate; F6 broader than long, and slightly more than 2× as broad as F1; clava with second suture slightly oblique, longer than F4–F6 combined, but shorter than F3–F6 combined. Relative measurements (holotype, card)—head dorsal width, 30; frontovertex width, 10; head frontal height, 29; distance between toruli, 7.5; eye height, 22; malar space, 9.

Mesosoma shorter than metasoma (37:43); mesoscutum with very fine, irregular polygonal reticulate sculpture; axilla with slightly raised polygonal sculpture; scutellum with raised, regular polygonal sculpture, the cells small and slightly elongated on sides ( Fig. 52 View FIGURES 48 – 52 ); setae silvery white on pronotum and mesoscutum; axilla with brown setae; scutellum with about 32 setae, silvery white except 4 pairs of setae in apical third brown; propodeum on sides with long, silvery white setae. Fore wing ( Fig. 51 View FIGURES 48 – 52 ) 3× as long as broad; costal cell without setae on dorsal surface; linea calva closed anteriorly by 2–3 lines of setae and posteriorly closed by 5–6 lines of hyaline setae; brown setae (4–7) in basal infuscate streak, and about 16 setae in the faintly infuscate area below parastigma; stigmal vein nearly parallel to anterior margin of wing. Hind wing 4.27× as long as broad. Relative measurements (holotype, slide)—mesosoma length, 48; mesoscutum length (width), 20 (35.5); scutellum length (width), 18 (20.5); propodeum median length, 3.5; fore wing length (width), 90 (29.5); hind wing length (width), 77 (18); mid tibia length, 42; mid basitarsus length, 13; mid tibial spur length, 16.

Metasoma 1.16× as long as mesosoma, but on slide, 1.33× as long as mesosoma; ovipositor with second valvifer basally enlarged. Relative measurements (holotype, slide)—TVII length, 42; ovipositor length, 77; third valvula length, 18.

Male. Unknown.

Material examined. Holotype ( ZDAMU, registration No. HYM. CH.684), ♀ (on slide under 4 coverslips, slide No. EH.1695), labelled “ KSA: AL-BAHA: Qunfudah, vi.2012, (MT), Coll. Z. Ahmad”.

Distribution. Saudi Arabia : Al-Baha.

Etymology. The species name is derived from the name of the country, Saudi Arabia , from where the holotype was collected.

Comments. The genus Cheiloneurus Westwood contains 140 world species ( Noyes 2013), of which 13 species are characterized by the absence of the scutellar brush of setae ( Trjapitzin & Triapitsyn 2008; Hayat et al. 2013). The new species is similar to the Oriental species, C. hadrodorys Anis & Hayat (2002) , and runs to this species in the keys to species given by Anis & Hayat (2002), Hayat (2006) and Trjapitzin & Triapitsyn (2008). The new species differs from that species in having the antennal pedicel longer than F1 and F2 combined; F1 and F3 slightly longer than broad, and each longer than the quadrate F2; F4 and F5 quadrate, and F6 broader than long; mesoscutum completely with fine, irregular polygonal reticulate sculpture; scutellum with about 32 setae; propodeum distal to spiracle sparsely setose; fore wing with basal triangle nearly bare, and without a distinct hyaline spot along posterior margin opposite distal veins; second valvifer 3.27× as long as third valvula. In C. hadrodorys : pedicel shorter than F1 and F2 combined; F1–F3 each about 1.5× as long as broad; F2 not shorter than F1 or F3; F4 and F5 slightly longer than broad; mesoscutum in anterior third with lineolate reticulate sculpture; scutellum with not less than 60 setae; propodeum distal to spiracle densely setose; fore wing setose to base, without a bare area in basal triangle, and with a distinct hyaline spot along posterior margin opposite distal veins; second valvifer 2.59× as long as third valvula.
