Diagnose. A Pneumia species with eye bridge of six facet rows; frons with lateral lobes, covered with dark setae; prothorax with a pair of eversible patagia and an elongate slightly bent structure covered with dark setae; gonostyles longer than gonocoxites, aedeagus with apically serrate lobes.

Description: Head with an eye bridge of six facet rows, five rows in the apex of each eye extension, distance between the eyes equivalent to 6 facet diameters, interocular suture wide U-shaped; no cornicula. Frons dark, on both sides with median upright dark brown lobes usually covered with long dark setae. Antennal scape rectangular in profile, pedicel globular, shorter than scape. Ascoids were not identified. Relative length of scape, pedicel and 14 flagellomeres: 42–32–39–38–37–36–37–37–32–30–27–26–26–20–17–24; absolute length: 0.11–0.08–0.10–0.10– 0.10–0.09–0.10–0.10–0.08–0.08–0.07–0.07–0.07–0.05– 0.04–0.06 mm. Palpus with 4 segments, apical segment striated; relative length: 35–74–73–107; absolute length: 0.09–0.19– 0.19–0.28 mm.
Wing translucent, length 2.98 mm, width 1.23 mm. Radial and media forks at same level as end of CuA 1. Prothorax with a pair eversible patagia; before a patagium lies an elongate, slightly bent structure with short setae, probably a scent organ, but an apical eversible part with cuticular knobs is missing.
Terminalia with epandrium rectangular with round corners, and a pair of pseudospiracular openings at about center. Epandrial appendages robust, slightly curved with 5 or 6 tenacula. Hypoproct elongate, spearhead-like; epiproct short rectangular with round corners. Hypandrium equally broad between gonocoxites, sinuous. Gonocoxites tubular, 1.5 times longer than wide, with few long setae on inner side at about middle; gonostyli slightly longer than gonocoxites, almost straight, apically slightly curved inward. Ejaculatory apodeme as long as the gonocoxite; distal part of aedeagus consists of two long straight and apically serrate lobes (fig. 4, arrow).
Etymology: The species name is a dedication to the country of Portugal.
Comment: At first sight one might classify this species in the genus Ulomyia Meigen , but a number of features do not fit. The pair of upright lateral lobes on the head are not mentioned for Ulomyia but similar structures occur in several Pneumia species, e.g. P. jungi Vaillant , P. extricata (Eaton) , P. plumicornis (Tonnoir) . Basal flagellomeres are without strong setae. Furthermore, the combination of scent and ornamental structures on the mesothorax differs in that the small eversible knob-like structure ( Elger 1981) is missing; these structures are easy to identify even in slide mounted specimens; if they are not everted they appear as a roundish or oval structure with cuticular knobs. Gonocoxites and particularly gonostyli are more elongate, gonostyli basally are not swollen. Also, the species does not fit in the genus Periulomyia Krek that comprises species with ornamental organs on the prothorax, and gonocoxites and gonostyli are more or less box-shaped.
