Scutellum yellow with two pairs of scutellar setae. Anepisternum setulose with 2 setae posterior to anepisternal phragma, anepisternal stripe pale extending from postpronotal lobe to phragma, anepimeron and katepisternum with a single seta. Katepisternum, anatergite, katatergite and meron entirely yellow. Subscutellum and mediotergite yellow. Haltere yellow.
Legs: Coxa, trochanter and femur entirely yellow, tarsomeres yellow; forefemur swollen with one row of posteroventral spines, mid and hind femora setulose without spines. Midtibia yellow with a stout spine apically; hind tibia yellow without any spine.
Wing ( Fig. 4 View FIGURES 1 – 5 ): Hyaline with three transverse bands; subcostal band extending from cell sc to cell bcu, uninterrupted radial medial band from costal margin to cell cu2, expanded abruptly at crossvein r-m, almost as wide as or wider than crossvein r-m, subapical band fused with anterior apical band, which reaches cell dm. Pterostigma yellow to dark brown, costal cells hyaline except small brown spot apically; cell sc relatively short, about 0.6 times as long as cell c; base of cell br fuscous, apex of cell r1 dark brown. Vein R1 setulose throughout its entire length; vein R4+5 with setae up to crossvein r-m. Crossvein r-m beyond the middle of cell dm.
Abdomen ( Fig. 5 View FIGURES 1 – 5 ): 1.81 mm long, 0.98 mm wide, abdominal tergites yellow to brown without any fulvous markings. Epandrium and surstyli ( Figs 6, 7 View FIGURES 6 – 9 ) yellow to dark brown with long dark brown setae; anterior and posterior surstylus well developed; inner surstylus with median prensiseta larger than lateral prensiseta; aedeagal apodeme wide and fan shaped; glans of phallus strongly sclerotised ( Fig. 8 View FIGURES 6 – 9 ), elongate, trumpet shaped, vesica of glans, subapical lobe and basal lobe well defined and transparent; dorsal sclerite of glans with internal sculpture pattern of elongated granulation.
Material examined. Holotype ♂, INDIA: Sikkim, Lachung, 08.xi.2012, Coll. Shakti K. Singh, NPIB ( NPC). Paratypes: 4 ♂, same data as holotype ( NPC).
Remarks. This species is very similar to the recently described species M. tengchongnica Chen from China, but differs in having 3 frontal setae and an uninterrupted radial-medial band.
Etymology. The specific epithet based on its uninterrupted (=perennis) radial medial band (=fascia).
