Description. Female. Body length 4.6 mm. Fore wing length 4.0 mm.

Head strongly and roundly narrowed behind eyes in dorsal view. Palp formula 5: 4, the maxillary palp not exceptionally long. Mandible slender, strongly narrowed, with upper tooth much longer than lower tooth. Malar space 0.9× as long as basal mandibular width, with a band of coriaceous sculpture extending from eye margin to mandibular base. Clypeus prominent, in profile weakly convex, apically slightly truncate, smooth with scattered fine punctures. Face almost as broad as high (measured from supraclypeal suture to level of insertion of antenna), smooth with scattered fine punctures. Antenna with scape very obliquely truncate, angled at about 45°; flagellum with 21 flagellomeres. Lateral ocellus separated from eye margin by one maximum diameter of lateral ocellus. Occipital carina complete, ventrally joining hypostomal carina well away from mandibular base.

Epomia distinct, reaching dorsally upper margin of pronotum. Mesoscutum polished, impunctate and glabrous. Notaulus very shallow. Mesopleuron polished. Epicnemial carina weak, extending laterally distinctly above level of lower corner of pronotum. Metapleuron smooth. Submetapleural carina complete. Propodeum evenly declivous in lateral view, weakly granulate, dorsolaterally and posteriorly partly transversely wrinkled; petiolar area enclosed only laterally and broadly open medially. Median longitudinal carinae very weak, developed in anterior about 0.25 of propodeum. Propodeal spiracle round. Pleural carina present.

Fore wing with vein 2rs-m about 0.3× as long as abscissa of M between 2rs-m and 2m-cu. Vein 1cu-a (nervulus) distad of basal vein by about 0.35× its length. Hind wing with nervellus intercepted in lower 0.15, distal abscissa of CU distinct.

Tarsal claws with large basal lobe. Trochanter of mid leg without conspicuous ventral swelling. Hind femur about 5.3× as long as broad. Hind tibia with glabrous longitudinal area on inner surface. Hind tarsus with third segment 3.1× as long as broad.

Metasoma depressed. First tergite almost 1.2× as long as posteriorly broad, dorsally finely shagreened, with oblique posterolateral grooves; lateromedian longitudinal carinae present on anterior 0.3 of segment; lateral longitudinal carina weak, discernible only at extreme base of segment. Tergites 2 and 3 with clearly defined rhombic area centrally. Second tergite 0.9× and third tergite 0.75× as long as broad. Tergites 4 and 5 with impressed grooves defining a somewhat D-shape area. Tergites 2–5 with anterolateral corners and central areas finely shagreened or transversely wrinkled, smooth posteriorly. Ovipositor slightly decurved, strongly thickened centrally, very thin in its apical third, projecting beyond margin of subgenital plate by 0.65× length of hind tibia.

Head black.Mouthparts and mandible(except reddish teeth) white.Antenna with scape and pedicel white, dorsally blackish; flagellum blackish. Propleuron black dorsally and reddish ventrally. Pronotum black with anterolateral margin slightly reddish, dorsoposteriorly reddish orange, and with extreme hind corner white. Mesothorax reddish orange. Tegula white. Postscutellum centrally reddish orange. Metapleuron reddish orange. Propodeum black. Pterostigma pale brown. Fore and mid legs with coxae, trochanters, trochantelli and basal half of femora whitish; apical half of femora, tibiae and tarsi slightly reddish. Hind leg with coxa slightly pale orange basally, white apically; trochanter and trochantellus white; femur white, slightly brownish on outer side; tibia whitish, with small subbasal brownish mark on outer side and fuscous in apical 0.2; tarsus fuscous with basal half of basitarsus white. Metasomal tergites and ovipositor sheath black.

Male. Unknown.

Etymology. Named after the type locality, Oaxaca.

Distribution. Mexico (Oaxaca).

Comparison. The new species resembles F. kasparyani as both have a similar colour pattern and structure of the body, but differs from this species by the complete submetapleural carina, finely striate posteriorly propodeum, somewhat shorter tarsomere 3 of hind leg, longer vein 2rs-m of fore wing, and nervellus of hind wing intercepted in posterior 0.1.
