Diagnosis. Head with supra-antennal area marked with red; frons with V-shaped reddish stripes below toruli, contiguous with clypeal markings; gena with brownish long, narrow stripe; clypeal markings short, brownish, contiguous with frontal markings posteriorly and labial markings anteriorly; maxillary palps, labial palps pale green. Mesonotum with brownish markings except on mesoscutellum; metanotum with posterior part of metascutum brownish; protibia and mesotibia with median markings. Male entoprocessus sinuous medially, projected outwards; pseudopenis about twice as long as entoprocessus.

Description. Measurements: Head width 1.10–1.20 mm; ratio of head width/eye width 1.60–1.70; prothorax 0.80–0.90 mm long and 0.90–1.10 mm wide. Forewing 14.50–16.50 mm long, 6.50–7.30 mm wide; 12 radial cells; 3 Banksian cells (b cells), 2 lower Banksian cells (b’ cells); 7–9 inner gradates, 9 outer gradates. Hind wing 13.80– 15.00 mm long, 4.00–5.00 mm wide; 8–9 radial cells; 3 Banksian cells (b cell), 2 lower Banksian cell (b’ cells); 5–7 inner gradates, 6–8 outer gradates.

Head with vertex deeply marked with reddish band along lateral portions; supra-antennal area with reddish markings; frons creamy yellow, with V-shaped reddish stripes below toruli; gena with long, narrow brownish stripe; tentorial pits with brownish margins; scape, pedicel with reddish stripe; clypeus with brownish arcuate markings contiguous with frontal markings anteriorly; maxillary palps, labial palps pale green.

Prothorax pale green, laterally with a pair of broad brownish stripes, white long setae. Mesoscutum except mesoscutellum with lateral brownish markings, sparse white long setae; metascutum brownish posteriorly; legs pale green, tarsomere 5 and pretarsal claws dark brown; protibia with a brownish median marking; mesotibia with a smaller median brownish marking.

Forewing broad, slightly tapering apically, hyaline; pterostigma brownish, extending over four crossveins; setae whitish; veins mostly pale green; costal crossveins near wing margin, base of radial sector (Rs), inner gradates, crossveins between Pseudomedia (Psm) and Pseudocubitus (Psc), distal cubital cell (dcc), terminals of marginal veins, veins at junctions with wing margin and radial crossveins at junctions with R brownish; radial sector (Rs) sinuate; distal cubital cell (dcc) closed. Hind wing narrow, more acutely tapered apically than forewing, hyaline; pterostigma extending over two crossveins; costal crossveins near wing margin, inner gradates, radial crossveins at junctions with R and brownish, cubitus anterior (CuA), and terminals of marginal veins brownish; radial sector (Rs) sinuated.

Abdomen pale green, markings not discernible (abdomen black in dried specimens). Abdominal setae white, microsetae dense, long setae sparse.

Male. Tergum 9+ectoprocts almost as long as tergum 8, with dorsal invagination shallow, with rounded dorsal and posterior margins; callus cerci round, trichobothria densely arranged. Sterna 8+9 fused, as long as wide, with line of fusion not demarcated; dorsal margin curved in lateral view, posterior margin rounded. Gonarcus broadened at apex of lateral arms; entoprocessus attached near base of gonarcus, about half length of gonarcus, sinuous outwards medially, fused into an arch over pseudopenis; pseudopenis about twice as long as entoprocessus, broadened subapically, distinctly curved, pointed apically; gonosaccus with sparse setae.

Female. External characters same as male. Sternum 7 slightly convex posteromedially, setose posteriorly. Subgenitale and spermatheca with spermathecal duct present; subgenitale bilobed apically; spermatheca round, as wide as long; spermathecal duct coiled, about three times as long as spermatheca.

Distribution. China (Yunnan).

Etymology. The name “ rubrocincta ” is from Latin “ ruber, rubra, rubrum ” meaning red and “ cincta ” meaning surrounded, referring to the reddish marking around the compound eyes in the new species.

Remarks. This new species is similar to A. octopunctata candida (Fabricus, 1798) in wing size and in the size and shape of first intramedian cell, but it differs from the latter species by the presence of markings on the vertex (absent in A. octopunctata candida ), short clypeal markings (long in A. octopunctata candida ), and entoprocessus sinuous outwards medially (not sinuous in A. octopunctata candida ). It is also similar to A. diffluens sp. nov. in having a sinuous entoprocessus, but it can be distinguished from the latter species by the shape of the markings below the toruli (contiguous with clypeal markings in A. rubcincta sp. nov. versus not contiguous with clypeal markings in A. diffluens sp. nov.) and the pattern of their wing markings (distinct in A. rubcincta sp. nov. versus indistinct in A. diffluens sp. nov.).
