Diagnosis. Externally, Panurginus labiatus resembles species of the niger -group: T2 and T3 with smooth interspaces, T6 without lateral hair tufts. Gonostylus widened towards apical end; penis valve bent inside, but apically not triangularly enlarged like at other species of the group. From the other regional species, P. labiatus can be easily differentiated by its transparent, without any color fumigation, wings, and S6−S8 apical structures of male (Figs 95–103). It also differs from P. niger by larger and denser pits on the metasomal terga (10 µm / 1−2) ( P. niger : punctures are a few diameters apart).

Geographical distribution. Europe ( Osytshnjuk, 1977: from Spain to Bashkortostan), East to Baikal Lake [Kemerovo Oblast ( Sidorov, 2010), *Irkutsk]; NE * Kazakhstan.

Type material. Lectotype (designated here): 3, RUSSIA, Orenburg Oblast, Spassk, 17.VI. [1847 or 1849], E. Eversmann’s coll. [Spassk, 17.VI; Panurgus labiatus Ever. , к. Эверсмана]. Paralectotypes: 83, label data as above.

Description. MALE. Body length: 4.5−6.0 mm. Shape. Head slightly transverse (0.85−0.9), as wide as mesosoma. Antenna attaining scutellum; pedicel as long as wide; F1 conical, slightly longer than wide apically, as long as pedicel, 1.8−2 times longer than F2; F2 transverse, about 2 times wider than long; F3 longer than F2, slightly transverse; other flagellomeres as long as wide, or slightly longer. Clypeus with straight basal margin. Labral plate rounded, twice as wide as long (at specimens from Ufa, clypeus with apical tubercle), with median depression. Facial fovea matt, deep, apically triangularly enlarged, wider than distance to eye, equidistant from eye. Genal area narrower than eye (0.6–0.7), from half length narrowing towards mandibles. Fore basitarsus as long as TM2−TM5 together. Middle basitarsus parallel-sided, 4–4.5 times longer than wide. Hind basitarsus parallel-sided, 3.5–4 times as long as wide; middle and hind mediotarsi conical, longer than wide. Metasomal terga with swelled disc and abrupt premarginal line; marginal zone on T1 ca 1/2, on T2–T4 ca 2/3 discal length. T1 with basal concavity separated from horizontal disc by angulated carina. Metasomal Sterna & Genitalia (Figs 95–103). S2 and S5 posterior margins slightly concave, at S3 and S4 straight. S2–S5 with premarginal, thin hair fringe, on S4 longer. S6 posterior margin medially with deep, oval, emargination dividing 2 wide processes flattened, pointed, bent down ventrally at 90°, and externally densely pubescent. S7 basal marginal incurve twice wider than deep; disk with median kill shortly distant from basal edge; posterior margin with 2 parallel processes twice as long as wide, flattened latero-laterally (lateral view). S8 wide, disc as long as wide; neck short, wide, with, narrow lateral flaps; apical plate slightly wider than long, ventrally with marginal, dense, erect, short hear brush; basal hill 90° (lateral view). Gonocoxite without marginal excavation. Gonostylus narrow, apically widely rounded, with distal half enlarged and bent ventrally. Penis valve apically rounded and bent ventrally, with internal, preapical excavation deep and round. Sculpture. Generally, body shiny and smooth. Paraocular area on upper part, frons and vertex smooth, with punctures and pits dense to merged (5−10 µm / 0.2−1.5). Genal area glossy, with tiny pits (ca 10 µm) 1−2 diameters apart. Paraocular area below, clypeus, supraclypeal and subantennal areas glossy, with punctures and pits a few diameters apart (5−10 µm / 1−5). Scutum shiny, smooth, on fore quarter slightly shagreened, with deep, round pits of different sizes, on disc sparse, on periphery dense to confluent (5−20 µm / 0.5−4). Scutellum shiny, smooth, with deep, round pits about a pit diameter apart (10−20 µm / 0.5−2). Metanotum with confluent pits. Mesepisternum shiny, delicately shagreened, on upper half often smoother, with deep, round pits dense to merged (20−25 µm / 0.5−1.5). Propodeum shagreened, propodeal triangle on horizontal part roughly rugose; vertical part shagreened, shinier than allied surfaces. Metasomal terga shiny, with deep, round pits (7−15 µm) about a pit diameter apart; marginal zone glossy, finely tessellate or smooth. T1–T3 smooth, T1 with pits dense to merged (0.5–1) and dorsolateral convexities impunctate; T2 and T3 with sparser pits (1−3); T4−T5 delicately tessellated. Metasomal sterna shiny, shallowly tessellate, with hair pores (ca 5 µm) a few diameters apart. Coloration. Wing white, veins yellow or brownish. Clypeus yellow, with narrow apical and wider lateral margins black. Tegula anteriorly dark, posteriorly yellowish-brown, translucent. Yellow: fore femora apically, tibia basally (knees) and anteriorly, mid tibia on base and apex, hind tibia on basal half and apex, tarsi and spurs; TM5 and claws often reddish; hind tarsi apically darkened. Vestiture. T6 and T7 fimbriae white. Metasomal sterna with short hairs.

FEMALE. Body length: 4.5−6.0 mm. Shape. Head slightly transverse (0.85−0.9), narrower than mesosoma. Antenna reaching tegula; pedicel slightly elongate; F1 conical, elongate, slightly shorter than F2 and F3 together; F2 short, transverse, little shorter than F3; F3−F7 transverse. Labral plate rounded, twice wider than long. Genal area as wide as eye or slightly narrower (0.8–1), on most length parallel-sided. Facial fovea deep, narrow, as wide as distant from eye, apically shortly enlarged and rounded; lower end rounded, not narrowed. Middle basitarsus 2.5-3 times as long as wide, proximally narrowed and with straight distal margin; mediotarsi longer than wide. Hind basitarsus 4 times longer than wide, with distal process ca 45; mediotarsi longer than wide. Metasomal terga with distinctly depressed marginal zone, on T1 1/2, T2−T4 about discal length. Sculpture. Paraocular area on upper part, frons and vertex smooth, with pits dense to merged (5−10 µm / 0.2−1.5). Genal area glossy, with tiny pits (5−10 µm) 1−2 diameters apart. Paraocular area below, supraclypeal and subantennal areas glossy, with deep punctures and pits a few diameters apart (5−10 µm / 1−5). Clypeus glossy, with deep, round pits a diameter or more apart (10−15 µm / 1−2). Scutum and scutellum shiny, smooth, scutum on fore quarter slightly shagreened; with deep, round pits of different sizes, a diameter apart, on disc sparser, on periphery dense to confluent (3−20 µm / 0.5−6). Metanotum with confluent pits. Mesepisternum shiny, shagreened, on upper half smoother, with deep, round pits on upper half about a pit diameter apart, below sparser (10−15 µm / 1−3). Propodeum shagreened, horizontal part of propodeal triangle roughly rugose, vertical finely shagreened or smooth. Metasomal terga glossy, with dense, deep, round pits (ca 10 µm); dorsolateral convexities impunctate; marginal zones glossy, delicately tessellate. T1 with pits dense to merged (7−15 μm / 0.5–1), T2 and T3 punctured sparser (1–3). Metasomal sterna shiny, shagreened, with dense hair pores (5 μm). Coloration. Wing white, veins yellow. Antennal flagellum beneath brown. Legs brown, tarsi lightened. Vestiture. Prepygidial and pygidial fimbriae white or yellowish. Metasomal sterna with short pubescence and loose, longer hair fringe.

Remarks. Panurginus labiatus in body sculpture and structure of male S6 resembles P. lactipennis Friese from Europe and P. turcomanicus Popov from Central Asia. However, it is easily recognizable by transparent wings and yellow clypeus of male (at both latter species: wings are milky-white and male clypeus is black).
