Description. Female. Length of body (excluding ovipositor sheath) 6.4 mm, of setose part of ovipositor sheath 3.6 mm, of fore wing 4.8 mm.
Head. Antennal segments 29(+), apical segments missing; length of third segment almost equal to fourth segment; length of third and fourth segments 2.8 and 2.8 times their width, respectively; length of maxillary palp 1.5 times height of head; head in frontal view 0.75 times as long as wide; length of eye in dorsal view 1.5 times temple ( Fig. 11 View FIGURE 11 H); length of malar space 1.2 times basal width of mandible and 0.4 times maximum width of eye; POL:OD:OOL = 14:6:20; vertex smooth and shiny; temple densely punctate; occipital carina complete and distinct; frons crest-shaped elevated and rugose-punctate laterally, medio-dorsally smooth and medio-ventrally striate, and medially with a strongly protruding lamelliform protuberance with a small carina from it to anterior ocellus; face coarsely rugose, two carinae present from protuberance to clypeus; clypeus convex, dorsally reticulate-punctate, ventrally smooth.
Mesosoma. Length 2.2 times its height; pronope deep and wide; side of pronotum punctate, antero-medially crenulate and posteriorly rugose-punctate; notauli shallow, coarsely punctate, without a medial carina posteriorly; scutellar sulcus with one carina; scutellum sparsely punctate, lateral carinae absent; precoxal sulcus wide and shallow, densely reticulate-punctate; mesoscutum punctate and its lobes normally convex; metanotum with a complete median carina; propodeum coarsely rugose-reticulate, baso-laterally finely reticulate-punctate.
Wings. Fore wing: 3.5 times as long as wide. 1-M curved; pterostigma 3.5 times as long as wide; r:3-SR:SR1 = 10:18:83; 2-SR:3-SR:r-m = 22:18:15; 1-M:m-cu = 36:15; SR1 straight; cu-a inclivous, postfurcal; 1-CU1:2-CU1 = 6:31; r-m inclivous. Hind wing: 1-M: 1r-m=10: 15; cu-a subvertical.
Legs. Length of fore tarsus 0.6 times fore tibia; length of femur, tibia and basitarsus of hind leg 3.5 (excluding tooth), 7.5 and 5.0 times their width, respectively; hind femur robust and largely rugose ventrally; length of outer and inner hind tibia spur 0.21 and 0.17 times basitarsus, respectively; hind femur robust ( Fig. 11 View FIGURE 11 D), rugose ventrally and with a sharp ventral tooth.
Metasoma. First tergite widened posteriorly, dorsal carinae distinct in basal 0.6 of tergite, between dorsal carinae with deep pits, lateral parts coarsely rugose-punctate ( Fig. 11 View FIGURE 11 C); length of first tergite 1.2 times its apical width; second tergite punctate baso-laterally and remainder smooth; length of ovipositor sheath 0.6 times body, 1.2 times metasoma, 1.5 times hind tibia, 1.2 times mesosoma and 0.75 times fore wing.
Colour. Black; mandible reddish brown medially; palpi, fore and middle legs (except reddish brown coxae), hind trochanter and trochantellus and basal one-third of hind femur yellow; antennal scapus and pedicellus dark reddish brown; following segments yellowish brown; hind tarsus and basal fourth of hind tibia pale yellow; ovipositor sheath dark brown; tegulum and pterostigma brown; wing membrane faintly fumose and most veins dark brown.
Male. Unknown.
Material examined. Holotype, ♀, China, Zhejiang prov., Anji, Longwang Mt., 25.VI.1996, Baoxin Zhang , No. 963570 ( ZJUH).
Comparative diagnosis. This new species is similar to H. dentator ( Fabricius, 1804) , but differs in having the length of eye in dorsal view about 1.5 times longer than temple (length of eye in dorsal view shorter than temple in H. dentator ); the dorsal carinae of the first tergite distinctly elevated in basal 0.6 of tergite (dorsal carinae of first tergite weakly developed basally); propodeum coarsely rugose-reticulate and baso-laterally finely reticulatepunctate (propodeum rather weakly sculptured).
Host. Unknown.
Etymology. The name is derived from “ brachy ” (Greek for “short”) and “ gena ” (Greek for “temple”), because of its very short temple.
Distribution. China (Zhejiang).
