Description of female. Apterous; length 2.5–5.4 mm. Reddish or testaceous, with or without brown spot on disc of propodeum, with petiole black and antennal segments 8–10 brown. In female from Sabah, Kinabalu National Park, scutum brown. In small females (2.5–2.8 mm) from China, Pingyin City, head with posterior half of face and vertex brown, posterior apex of pronotum and ventral surface of mesothorax brown, metasoma black. Antenna clavate; antennal segments in following proportions: 22:12:38:22:16:16:13:13:12:15. Head excavated, shiny, smooth, unsculptured; frontal line complete; occipital carina absent; POL = 2; OL = 2.2; OOL = 9. Palpal formula 6/3. Pronotum, crossed by strong transverse impression, shiny, smooth, unsculptured. Scutum shiny, with few longitudinal keels, laterally with two pointed apophyses ( Plate 130G View PLATE 130 ). Metanotum shiny, transversely striate, hollow behind scutellum ( Plate 130H View PLATE 130 ). Metathorax + propodeum shiny, with anterior surface unsculptured; posterior surface transversely striate. Mesopleuron and metapleuron partly not transversely striate. Mesometapleural suture distinct and complete; in female from Hainan, Tien Fong Mts., meso-metapleural suture thin, hardly visible. Protarsal segments of holotype in following proportions: 21:4:7:25:37; protarsal segments of female from China, Pingyin City, in following proportions: 17:2.5:5:18:26. Enlarged claw ( Plate 130I View PLATE 130 ) with one small subapical tooth and one row of five–seven peg-like hairs, in addition to one bristle. Segment 5 of protarsus ( Plate 130I View PLATE 130 ) with inner margin proximally not serrated, with two rows of 29–39 lamellae; distal apex with 12–20 lamellae. Tibial spurs 1/0/1.
Description of Male. Fully winged; length 1.9–2.2 mm. Head black, except mandible and clypeus testaceous; antenna testaceous, or brown, except segments 1–2 testaceous; mesosoma black; metasoma black or brown; legs testaceous, except coxae brown (occasionally only metacoxa brown). Antenna filiform; antennal segments of specimen from China, Pingyin City, in following proportions: 6:5:8:7:7:7:7:6:6:9; antennal segment 3 less than three times as long as broad: 8:3. Head dull, granulated; frontal line absent; occipital carina absent; ocelli very large; holotype of N. hishimonovorus with POL = 3; OL = 1; OOL = 0.4; in male specimen from China, Pingyin City, POL = 6; OL = 2; OOL = 1; greatest breadth of posterior ocelli shorter than POL (4:6); vertex without two oval smooth and shiny areas situated on sides of posterior ocelli and occupying areas between posterior ocelli and eyes. Palpal formula 6/3. Scutum shiny or dull, granulated. Notauli complete, posteriorly separated; minimum distance between notauli less long than greatest breadth of posterior ocelli (3:4). Scutellum and metanotum shiny, smooth, unsculptured. Propodeum dull, completely reticulate rugose; posterior surface without longitudinal or transverse keels. Fore wing hyaline, without dark transverse bands. Dorsal process of paramere ( Plate 131A View PLATE 131 ) short and transverse. Tibial spurs 1/1/2.

Other material. CHINA: Guangdong, Deqing County, Panlongxia , 9.X.2003, Zaifu Xu leg., 1♀ ( ZJUC); Guangdong, Shixing County, Chebaling National Nature Reserve , 10.VII.2003, Mei Luo leg. , 1♀ ( ZJUC); Hainan, Tien Fong Mountains (= Mt. Jianfengling ), 13.V.1983, Z. Bouček leg. , 1♀ ( BMNH); Zhejiang, Mt. Gutianshan , 18.VIII.2003, Jingxian Liu & Wuqing Fan leg., 1♀ ( ZJUC) . MALAYSIA: Sabah, Kinabalu National Park, Headquarters area , 1560 m, 9.IX.1983 ( USNM) . Palaearctic: CHINA: Shandong, Shanghe , 26.IX.2003, Jiahe Yan leg., reared from Drabescus ogumae Matsumura , 1♀ ( ZJUC); same locality label, 16.X.2003, reared from Hishimonus sellatus (Uhler) , 1♀ and 1♂ ( ZJUC); same locality label, 29.V.2004, collected by sweeping, 1♀ ( ZJUC); same locality label, VII.2004, reared from Cicadellid , 1♀ ( ZJUC); Shandong, Pingyin City , 8.VII.2006, reared from Cicadellid on rose, Shimin Ding leg., 5♀♀ and 3♂ ( ZJUC); same locality label, 5–8.VII.2005, Jiahe Yan leg., 2♀♀ and 2♂ ( ZJUC) .
Hosts. Cicadellidae ( Guglielmino & Olmi, 2006) : in China (Shandong): Drabescus ogumae Matsumura and Hishimonus sellatus (Uhler) .
Natural enemies. In China, Shandong, Shanghe, this species can be parasitized by an unidentified species of Encyrtidae .
Distribution. China (Jiangsu, Guangdong, Hainan, Zhejiang, Shandong), India (Karnataka), Malaysia (Sabah).
Remarks. N. hishimonovorus is here synonymyzed with G. rufoniger after study of a series of females and males reared from a leafhopper feeding on rose in China, Shandong, Pingyin City (see distribution above). The males and the females were compared respectively with the ♂ holotype of N. hishimonovorus and the ♀ holotype of G. rufoniger , proving the synonymy.
