Redescription. Holotype male. Measurements: body 33 mm; wing 27 mm. Head: face and frons black pruinose, lower side of face with a spot of yellow pruinescence; mystacal setae black; frons with thin black setae on lateral margin; orbital setae black; ocellar tubercle black with black setae; occiput black with stripe of white pruinescence between eye margin and setae of occiput, starting medially and reaching posterior margin of eye; upper occipital setae black, lower occipital setae white and black; palpus reddish with black setae; proboscis black, black setose; antennae black with sparse golden pruinescence, scape and pedicel with black setae, postpedicel with two dorsal rows of black setae, divergent on basal half. Thorax: second cervical sclerite black with black setae; antepronotum and postpronotum velvety black with black setae laterally; proepisternum black with golden pruinescence laterally; postpronotal lobe, lateral margin of scutum and dorsocentral stripe velvety black, remaining areas of scutum matte black; postpronotal lobe macro setae black; three notopleural, three supra-alar and four postalar macro setae, all black; dorsocentral setae developed after transverse suture; scutellum black with two black marginal setae; pleura black with velvety black spots; anepisternum and katepisternum with black setae. Wing: yellow along veins and hyaline in center of cells, apex darkened; halter brown, claws black. Legs: black and covered with fine short black setae; coxae with white setae dorsally, more abundant in the fore coxae; femora with long black setae ventrally; fore and mid tibia with long and thick black setae on ventral surface and apically; hind tibia and all tarsomeres with long black setae on ventral, anterodorsal and posterodorsal surfaces and apically, thicker on tarsomeres; yellowish pulvillus, claws black. Terminalia: black, black setose; epandrium narrowed on posterior region ( Fig. 11 View FIGURES 11 – 15 ); hypandrium with small rounded indentation medially on anterior margin, posterior margin narrowed and elongated ( Fig. 12 View FIGURES 11 – 15 ), internal expansion of gonocoxite (internal view of gonocoxite) with rounded apex, about four times wider than long ( Fig. 14 View FIGURES 11 – 15 ); dorsal expansion of gonocoxite with groove on ventral side; gonostylus tubular with apex facing up, and protuberance at base ( Figs. 13, 14 View FIGURES 11 – 15 ); phallus with lateral ejaculatory process nearly as wide as long, and aedeagal sheath with medial area acute in dorsal view ( Fig. 15 View FIGURES 11 – 15 ).
Female: Unknown.
Variations. Size 32–34 mm; paratype lacking white setae along posterior margin of tergites 4 and 5; additional specimens analyzed lacking white setae on posterior margin of tergite 4.
Comments. Neodiogmites carrerai can be distinguished from the others species of the melanogaster group by having wing yellowish along the veins, hyaline in the center of cells, and with darkened apex. The wing in N. tenebrosus is uniformly darkened and in N. carolindae sp. nov. it is entirely ferrugineous.
