Holotype. ♀, China, Hunan Prov., Hupingshan Xiangbizigou, 8. VII. 2009, Tang Pu, No. 200908490 ( ZJUH).
Description. Female. Body length 14.6 mm; fore wing length 10.5 mm.
Head. Antennae slender, setiform, with more than 65 segments (apical segments missing). Scape 1.2 times as long as maximum width. First flagellar segment slightly curved, 4.2 times as long as its apical width, 0.9 times as long as second segment. Width of head (dorsal view) 1.2 times its median length. Vertex and frons smooth. Temple with sparse and curved transverse striation in ventro-posterior half. Temple roundly narrowed behind eye. Transverse diameter of eye 1.3 times as long as temple in dorsal view. Ocelli in triangle with base 1.2 times its sides. POL: OD: OOL= 10: 8: 14. Eye glabrous, 1.3 times as high as broad. Malar space 0.3 times height of eye, 0.7 times as long as basal width of mandible. Face densely rugulose. Face width almost equal to height of eye, 1.3 times height of face and clypeus combined. Face above with small and distinct tooth between antennal sockets. Malar suture absent. Clypeus with distinct flange at lower margin. Clypeal suture distinct. Maxillary palpi long. Occipital carina complete dorsally, not fused with hypostomal carina.
Mesosoma. Length 2.8 as long as its maximum height. Pronotum with wide and convex dorsal lobe. Mesoscutum densely and finely punctate, weakly and roundly elevated above pronotum; its median lobe with distinct and crenulate median longitudinal depression. Notauli distinct, complete, crenulate. Prescutellar depression deep, rather narrow, with four carinae, 0.3 times as long as the almost flat scutellum. Mesoscutum with distinct lobes latero-posteriorly. Mesopleuron almost densely and finely punctate. Subalar depression deep, rather narrow, crenulate. Precoxal sulcus deep, narrow, crenulate, running along anterior 0.7 of mesopleuron. Metapleuron coarsely reticulate, punctulate anteriorly. Propodeum reticulate-rugose, almost smooth basolaterally.
Wings. Fore wing 4.4 times as long as maximum width. Vein r arising before middle of pterostigma. Marginal cell of fore wing with an additional submedian transverse vein (aberration). 3-SR forming very obtuse angle with r. 3-SR 3.8 times as long as r, 0.9 times as long as SR1. Second submarginal cell weakly narrowed distally, its length 2.6 times maximum width, almost equal to length of subdiscal cell and first discal cell. 1-SR+M weakly sinuate. mcu slightly antefurcal. 1-CU1 almost equal to cu-a. CU1a interstitial. Hind wing vein M+CU 1.3 times as long as 1- M vein. m-cu vein almost interstitial, weakly curved towards wing apex.
Legs. Hind coxa densely and finely punctate, 2.8 times as long as wide, 0.7 times as long as hind femur. Hind femur densely and finely punctate, 5.1 times as long as wide. Middle tibia without spines. Hind tarsus 1.1 times as long as hind tibia. Third and fourth tarsal segments at their distal margins with long and thick spines ventrally. Hind basitarsus 1.2 times as long as second-fifth segments combined; second tarsal segment 0.4 times as long as basitarsus, 2.8 times as long as fifth segment (without pretarsus).
Metasoma. Almost equal to mesosoma and head combined. First tergite long, widened from base to apex, with distinct spiracular tubercles in basal third, dorsope almost lost, acrosternite long, ending before spiracles, about 0.3 times as long as first tergite. Apical width of first tergite 2.0 times its minimum width; its length 3.7 times its apical width, 2.0 times length of propodeum. Second tergite in basal 0.8 with triangular area open apically; median length of second tergite 1.4 times as long as its basal width, 1.0 times length of third tergite. Suture between second and third tergites distinct and straight. Third tergite with a distinct transverse furrow in basal 2/3. All tergites behind first tergite densely and shortly setose. Hypopygium short and with short pointed process medioapically. First tergite rugulose-striate, almost smooth mediobasally; second tergite entirely rugulose-striate; third tergite finely aciculate basolaterally. Remaining tergites smooth. Ovipositor sheath 1.3 times as long as metasoma and 1.5 times as long as fore wing.
Colour. Body black. Head reddish brown, darker dorsally and posteriorly. Antennae dark reddish brown, two basal segments light reddish brown. Palpi dark brown, two apical segments of maxillary palpus pale brown. Tegula black. Fore leg reddish brown, middle and hind tibiae basally and hind basitarsus whitish yellow, other segments of hind tarsus reddish brown. All coxae almost black. Ovipositor sheath black, brown basally. Wings infuscate. Pterostigma dark brown.
Male. Unknown.
Diagnosis. This new species is similar to L. triangulifera Enderlein , but differs in second submarginal cell 2.6 times as long as its maximum width; hind femur 5.1 times as long as wide; length of first tergite 3.7 times as long as its apical width; first tergite rugulose, almost smooth mediobasally.
Distribution. China (Hunan).
Etymology. From Hunan province, type locality of the species.
Note. This specimen is aberrant with marginal cell of fore wing having an additional submedian transverse vein.
