Etymology. The specific epithet, an adjective, is dedicated to its collector Zhangqiang You.

Description. Male ( Figs. 29, 30 View FIGURES 29 – 32 ): Body length 6 mm. Black, white are: labrum, clypeus, face below antennal socket, median fovea continues with frontal area, lower half of inner orbits continues with greater part of hind orbits, ventral side of antennae, apex of pronotum, tegulae except posterior margin, lateral side of mesonotal middle lobe meeting at apex, small central spot on mesonotal lateral lobe, mesoscutellum except lateral margins, appendage, medial band on metascutellum, lower part of mesopleuron continues with pectus, hind part of metapleuron, extreme posterior medial margins and deflexed lateral sides of all tergites, all sternites; central part of appendage with dark brown band; tergites 4 and 5 brown. Legs white, black are: dorsal sides of four front legs from base of femur to claws, bands on outer side of metacoxa and inner side of metafemur, another outer band on 2/3 apical of metafemur, apical 2/9 of metatibia, hind tarsomere 1 except basal and apical margins, apical half of tarsomere 5, claw; red brown are: ventral side of apical 2/3 of metafemur, basal 7/9 of metatibia, tibial spurs. Wings slightly infuscate; veins and stigma black brown.

FIGURES 39–44. Lancet: 39. P. rubiapicilia ; 40. P. rubiginosa ; 41. P. rufocephala . 42. P. rufocinctilia ; 43. P. rufotegulata ; 44. P. spinilabria .

Labrum with rounded anterior margin; clypeus roundly incised up to 2/5 of its middle length, lateral lobes blunt; malar space 2 times as long as diameter of median ocellus; lower inner orbits raised, inner margins of eyes distinctly divergent downwards; supraantennal tubercles insignificant, frontal area elevated up to the level of eyes in lateral view, frontal ridges rounded; median fovea ditch-like, shallowly extends to median ocellus, antennal furrow shallow; interocellar furrow broad and shallow, postocellar furrow absent; postocellar area slightly elevated, relative width: length = 2, lateral postocellar furrow a little deep; head strongly narrowed behind eyes. Antennae shorter than combined length of thorax and abdomen, flagellomere 1 longer than flagellomere 2 = 1.03, flagellum strongly compressed; mesoscutellum slightly elevated, prismatic, basal part of lateral carina acute, apex rounded towards rear, appendage with blunt middle carina. Hind tarsomere 1 equal to combined length of following 4 tarsomeres, claw with inner tooth a little longer than outer tooth. Front wing with middle petiole of anal cell slightly shorter than basal anal cell, 2 times longer than vein R+M; petiole of anal cell on hind wing present and slightly shorter than half of vein cu-a.

Labrum and clypeus with minute, shallow and scattered punctures; punctures on dorsal part of head minute and shallow, interspaces with distinct oily luster and microsculpture; punctures on mesonotum extremely minute and dense, shiny; mesepisternum with extremely shallow and minute punctures, distinctly shiny; meseanepimeron with distinct oily luster and sculpture, mesekatepimeron polished without punctures and microsculpture, strongly shiny; punctures on metepleuron extremely minute, microsculpture indstinct, strongly shiny; punctures on central part of mesoscutellum indistinct, which on lateral sides minute and scattered, shiny, appendages densely sculpured, distinctly shiny; tergites minutely, shallowly and dispersedly punctured, interspaces with distinct microsculpture and oily luster; punctures on outer side of hind coxa extremely minute and shallow.

Gonoforceps and penis valve as in Figs 61, 62 View FIGURES 61 – 64 .

Female. unknown.

Discussion. This species and P. rufigaste r are the two species in which the thorax is without red and the mesepleuron is white or yellow white. It is distinguished from the latter by the following characters: upper part of mesopleuron of P. youi black, under part of mesopleuron white; whole of temple black, without white spot; abdomen black, only tergites 4 and 5 brown; hind tarsi white, only base of tarsomere 1 and apex of tarsomere 5 black.
