Description. Head: Eyes bare. Frons black, covered with slight silver pollinosity, narrowing slightly from level of ocellar plate to lunule where width ratio to that of eye width is 0.5:1. Frontal and interfrontal setulae short approximately 0.2x as long as orbital seta. Orbital plates bare apart from orbital seta, slightly dulled by microsculpture. Lunule with ground colour brownish black, along with face and parafacials rather uniformly grey pollinose. Anterior genal setulae in a single row of 4 along mouth margin, these slightly separated from other setulae on genae. Antennae black, postpedicel length to depth ratio 2.6:1. Arista short pubescent, pubescence at maximum extent as wide as arista at base.

Thorax: scutum sub-shining blue black, thoracic sclerites light grey pollinose. Anepisternum anteriorly with, on right side, a vertical row of 2 setae, ventral and dorsal to these 2 long setulae, thinner and slightly shorter than the setae, on left side with 3 strong setae and a weaker setulae ventral to these, posteriorly with 4 strong seta in a vertical row. Remainder of sclerite covered in moderately dense setulae 0.5x as long as posterior setae. Proepimeron and proepisternum each with 1 seta. Katepisternum with 2 setae, posterior slightly stronger than anterior. Scutellum; disc densely grey pollinose, margin between lateral and apical setae with 2 long setulae on right, 4 on left, 0 between apical setae. Calypteres pale yellowish with similar margin, fringe pale, dense and relatively long. Legs entirely black, apex of front tibia, front basal and second tarsomere with a short ventral fringe of golden brown setulae. Wings slightly fumose, veins brown. Wing length 4.0mm

Male terminalia: ( Figs. 37–38 View FIGURES 37–38 ): Epandrium in lateral view almost circular, cut away anteriorly, bearing short rather scattered setulae along posterior and ventral margins; portion anterior to suture well-developed as a distinct sclerite Cerci small and narrow, no more than half height of epandrium, membranous and covered with numerous, rather fine setulae. A small projection visible just ventral of base of cerci.

In ventral view a loosely attached thin, rectangular plate situated at base of cerci, posterior margin slightly corrugated, attached anteriorly to this a large black chitinised anteriorly projecting tooth, dorsal to this and hidden in ventral view a smaller secondary tooth. Surstyli rather thin and narrow, inwardly curved, apparently without setae or setulae on medial surface, acute posteriorly, medial margin with long rather fine setulae along medial margin, centrally with a large medially directed, bluntly pointed process almost half as long as surstylus is high. Phallus a rather simple open U-shape, set in a more complex and well developed phallic guide which may also include fused parameres

Type material: Holotype ♂: UGANDA; Mt. Muhavura , 2350m, 29.vii.1985, A. Freidberg. ( TAUI) . Paratype ♂; BURUND I; Bururi , 1800–2000m, 5–12.iii.1953, P. Basilewsky ( CNC)

Etymology: The specific epithet refers to the capture site of the Holotype—Mount Muhavura.
