Diagnosis. Wing infuscation along costal margin reaching curved tip of R 2+3; cell r 2+3 hyaline apically. Phallus distinctly constricted near base in dorsal view.

Description. Male. Body length 11 mm, wing length 13 mm.

Head black with gray pollen; ocellar tubercle reddish brown. Setae on head black or yellow; frons with black and yellow long setae; face with dense black and yellow setae; occiput with sparse black and yellow setae, and a row of erect black setae on the edge; ocellar tubercle with six long, black setae. Antenna black except first flagellomere brown; scape long cylindrical, three times longer than wide, with rows of long, black setae on both sides; pedicel nearly as long as wide, with sparse black setae; first flagellomere onion-shaped, brown, bare. Antennal ratio: 2:1:3. Proboscis yellowish brown with black setae; palpus dark brown with black setae.

Thorax black with gray pollen. Setae on thorax mostly yellow, bristles black; postpronotal lobe with yellow and long, black setae, mesonotum with yellow and long, black dense setae laterally and two long, black lateral bristles near base of wing. Scutellum with black sparse setae. Legs [hind leg broken] yellowish except fore femur, fore and mid tarsi black. Setae and bristles on legs black. Femora with long, black setae, tibiae with bristle-like setae, tarsi with some short black setae. Mid femur with two av apically. Mid tibia with seven ad, nine av, seven pd, and eight pv. Mid femur and tibia with yellow scales. Wing ( Fig. 7 View FIGURES 7–12 ) mostly infuscate; infuscate part at costal margin reaching curved tip of R 2+3; hyaline part including entire cells r 4 and m 1, most parts of cells r 2+3 and m 2, and part of cells r 5, dm and cua 1; hyaline part of cell r 1 semicircular. Haltere stem blackish, knob yellowish.

Abdomen black with gray pollen. Setae on abdomen yellow and black; dorsum with long, dense black setae laterally except on tergite 1 with yellow, long, erect setae and tergite 4 with yellow, recumbent, lateral setae; all sternites with yellow, recumbent setae and black, erect setae.

Male genitalia ( Figs. 8–12 View FIGURES 7–12 ). Epandrium subquadrate, distinctly longer than wide, and with distinct lateral extension at base in lateral view; gonocoxite more or less narrowing backward, with a large V-shaped middle incision apically and apico-lateral lobes somewhat acute apically in ventral view; gonostylus with a basal process, apex acute and indistinctly curved in lateral view; phallus distinctly constricted near base in dorsal view.

Female. Unknown.

Type material. Holotype male, CHINA: Sichuan, Luding , 24. VII. 2006, Xingyue Liu.

Distribution. China (Sichuan).

Etymology. The species is named after the type locality Sichuan.

Remarks. The new species is similar to H. panfilovi Zaitzev in shape of the phallus and gonostylus, but it can be separated from the latter by the hyaline part of cell dm rather large and nearly quadrate, the goncoxite is slightly thickened basally with the straight inner margin, and the phallus with the long widened apical portion and the short constricted basal portion in dorsal view. In H. panfilovi , the hyaline part of cell dm is very small and triangular; the goncoxite is distinctly thickened basally with the inner margin distinctly incised in lateral view, and the phallus has the short, widened apical portion and the long constricted basal portion in dorsal view ( Zaitzev, 1981).
