Genicular lobes of hind femur with apices rounded; hind tibia with 21–25 spines on both sides of dorsal surface separately, bearing 1 pair of dorsal apical spurs and 2 pairs of ventral apical spurs.

Tenth abdominal tergite with posterior margin concave. Cercus obviously incurved, with a long and narrow lamellar expansion on interno-dorsal surface between basal area and apical third, which has a triangular process at base, its tip rounded (Fig.1D); basal half expanded inwards on ventral surface, its posterior area with a triangular process, apex rounded (Fig. 1D, F); apical third of cercus cylindrical, tip acute. Basal area of subgenital plate (Fig. 1F) broad, apical area somewhat narrow; basal margin faintly concave, apical area triangularly protruding backwards, apex rounded; styli short and conical, tips rounded, inserted on lateral margins of subapex of subgenital plate.

Female. Appearance is similar to male. Posterior margin of tenth abdominal tergite slightly concave. Epiproct tongue-shaped. Cercus conical, apex acute. Ovipositor short, gently curved upwards; both dorsal and ventral margins smooth, dorsal valvula slightly longer than ventral one, dorsal valvula with apex acute, ventral valvula with apex hook-shaped.
Material examined. Holotype: ♁, Dongping, Qiaojia, Yunnan, 24 August, 2020, coll. Tao Wang and Qi Guo. Paratypes: 1♁ 1♀, the same data as holotype . Other specimens: 1♁ 1♀, the same data as holotype .

Measurements (mm). Body: ♁7.7–7.9, ♀ 9.0–10.2; pronotum: ♁3.3–3.7, ♀ 3.7–3.8; tegmen: ♁1.1–1.4, ♀ 1.3– 1.7; hind femur: ♁6.9–7.3, ♀ 7.9–8.0; ovipositor: 6.7–6.8.

Discussion. The new species resembles Phlugiolopsis brevis Xia & Liu, 1993 , it differs from the latter in: male cercus with a long and narrow lamellar expansion on interno-dorsal surface between basal area and apical third, which has a triangular process at base, its tip rounded; basal half of cercus expanded inwards on ventral surface, its posterior area with a triangular process, apex rounded. Basal area of female subgenital plate with a triangular expansion on lateral margin separately, its tip acute.

Etymology. The name of new species is derived from male cercus expanded on both dorsal and ventral surfaces separately, from Latin ‘expans-’ (expanding).
