Diagnosis. Male. Body 1.56-1.60 mm, yellow to brownish yellow; frons (Fig. 13A) with 10–12 setulae; Lower supra-antennal seta higher than lower fronto-orbital seta; apical seta longer than maximum width of palpus; tarsomere 5 a little swollen at apex and shorter than tarsomere 1, ratio of fore tarsomeres 1.14: 0.74: 0.63: 0.60: 1 (Fig. 13C); setal palisade extends 1/2 (0.55) length of mid tibia (Fig. 13D); setulae below basal half of hind femur only a little differentiated from adjacent setulae of anterior face, and much weaker than those of anteroventral row of outer half (Fig. 13E); wing (Fig. 13B) length 1.78 mm, width 0.83 mm, width/length 0.47; costa index 0.40, costal ratio 1.63: 1, costal cilia 0.10–0.12 mm; tergite II-VI With very strong setae (Fig. 13F), male terminalia brown and anal tube pale yellow at distal two thirds.

Remarks. This special species is only known from the male sex. It is distinguished from all other species of the genus by the strong setae on the abdominal tergites. Its putative female may be P. quadrisetalis Liu et Cai, 2011 .
