Redescription. Length: 3.6–4.5 mm. Member of the O. rarus group ( Fig. 14). Vertex angulate, median length about equal to distance between eyes at posterior margin. Narrow band along anterior margin between ocelli white, bordered in front and behind by narrow dark brown bands. Broad triangular white spot behind marginal line at center, slightly extended at middle into brown band near ocelli. Dark brown spot behind each ocellus, with elongate clear mark above internal margins. Transverse, opaque orange band between anterior portions of eyes, bordered anteriorly and toward posterior ends by light brown line; narrow transverse brown line on apex of coronal suture ( Fig. 14). Pronotum pale yellowish brown, irregularly marked with white and dark brown along anterior margin, with orange spot along middle of anterior margin and two rounded orange spots posteriorly. Scutellum white, with large orange spot in basal angle and median light yellow-brown longitudinal band, bordered with pale brown. Anterior wing transparent with yellow-brown; several white patches on clavus; apices of claval suture, claval veins and costal veinlets brown.

Male genitalia: Pygofer less than twice as long as wide, moderately projected posteriorly, apex widey rounded; macrosetae very long, distributed along apical half of pygofer ( Fig. 55a). Valve ovate, margins rounded, curved anterior medially. Plates long, apex sharp, apical half narrow, setae plumose ( Fig. 55b). Style with apophysis short, straight and slightly rugose ventrally, apex truncate ( Fig. 55c). Aedeagus in ventral view with base narrow, lateral margins curved; shaft straight, narrow, apex slightly rounded, shorter than ventral processes ( Fig. 55d). Ventral processes diverging at midpoint of aedeagal length, narrow, apices pointed; with sclerotized spirals in apical two-thirds. In lateral view shaft narrow, curved, apex widely truncate; dorsal projection short, straight, truncate. Gonopore apical. Ventral processes, narrow, arising close to shaft, curved dorsad in the middle, apices pointed; with sclerotized spirals in apical two-thirds ( Fig. 55e).

Diagnosis. Osbornellus fulvomaculatus is very similar to O. blantoni and O. chichizinesis , but in lateral view the aedeagal shaft of O. fulvomaculatus is close to the ventral processes, elongate, narrow with a truncate apex, and curved dorsad, whereas in O. blantoni the shaft is more separated from the ventral processes, wider basally and slightly more curved dorsad. The ventral processes of O. chichiza are longer.

Distribution. United States, Mexico, Guatemala, El Salvador, Honduras, Costa Rica, Panama, and Colombia; 1–2100 m.
