Description: Male: Body length 5.2 mm. Eye with sparse and short hairs, facets slightly enlarged on anterior margin in upper part; postocular setae longish on vertex; occipital setae in one row; fronto-orbital plate with brown pruinosity in upper half, lower half of fronto-orbital plate and parafacial with greyish-silvery pruinosity; the median part of frons slightly wider than antennal first flagellomere width, frontal vitta about as wide as fronto-orbital plate, frontal setae 9 or 10, situated in lower 3/4 of frons; parafacial bare, about as wide as 2/3 of first flagellomere width in median part; antenna black, first flagellomere 2.8–3.0X longer than wide, arista black and ciliated, base thick, the longest hair as wide as aristal base; epistoma not projecting beyond vibrissal angle, vibrissal angle behind frontal angle in profile; gena and genal dilation with black hairs, upper margin of gena without upcurved setae; proboscis stout, labella large, prementum with grayish-yellow pruinosity, its length as long as its width, slightly shining, palpus black, claviform, slightly longer than prementum. Thorax black in ground colour, notum with light brown pruinosity, without stripes; presutural acr biserial, hair-like, only prescutellar pairs slightly stout, the distance between acr rows narrower than the distance between acr row and dc row, dc 2+3, ia 0+2, pra 2, the anterior one about 2/3 of the length of posterior notopleural seta, notopleuron without seta; proepisternal setae 2, proepimeral seta 1, adjacent part with 6 fine hairs; basisternum, proepisternum, anepimeron, meron and katepimeron bare; katepisternal setae 1:1, katepisternum without ventral spines; spiracles brown; calypters yellowish-brown, the lower one equal in size to the upper one. Wing brownish; veins brown, tegula black, basicosta brownish yellow, costal spine inconspicuous; vein Sc not curved bow-like; node of Rs bare on ventral and dorsal surfaces; veins R4+5 and M parallel to each other distally; vein R4+5 straight; crossveins without obvious cloud; haltere dark brown. Legs entirely black, fore tibia without ad and median p, fore first tarsomere with a few longish setae on ventral surface; mid coxa without any hooked spines or spine-like setae on lower and outer margins, mid femur with long and sparse av and pv rows in basal half, becoming gradually denser and shorter towards apex, av row comb-like in distal 2/5, pv row biserial in median part, p row complete, mid tibia slightly swollen in distal half, with 2 ad, 2 or 3 pd and numerous slender hairs on ventral surface, the longest one longer than mid tibia width, mid first tarsomere without basal tooth-like spines on ventral surface; hind coxa bare on posterior surface, hind femur with short av row in basal half, the longest one about 2/5 of femoral width, 4 or 5 long av and 5 ad in distal 2/5, 8 or 9 pv in basal half, 1 short pv seta in apical, hind tibia with 1–3 av, 2 ad and 1 median d. Abdomen long, depressed and flattened, black in ground colour, slightly shining, with light dark brown pruinosity; syntergite 1+2 to tergite 4 each with 1 median triangular vitta; sternite 1 with 4 hairs.
Type specimens: Holotype male, China: Yunnan: Mt. Baima (28°25'N 99°2'E), 3800–4200m, 5.vii.2006, Coll. M.F. Wang; paratype 1 male, China: Yunnan: Mt. Baima, 4500m, 5.vii.2006, Coll. L. Chang.
Remarks: This new species resembles F. fuscitibia but differs from it in having pra 2; presutural acr biserial; haltere dark brown; legs entirely black; hind femur with 8 or 9 pv in basal half.
Etymology: This specific name refers to the similarity between this species and F. fuscitibia .
Distribution: China (Yunnan).
