Description. Female. Body length 1.8 mm, fore wing length 2.2 mm.
Head. Rather transverse in dorsal view, 2.1× as wide as long as wide as mesoscutum. Temple very shiny and impunctate, a little rounded. Face rather shiny, with small bumps, sparsely pubescent, inner margin of eyes parallel, rather transverse, only 0.6× as high as wide. Ocelli relatively small, distance between fore and a hind ocellus equal with diameter of an ocellus, posterior imaginary tangent to fore ocellus virtually touching hind two ocelli, POL:OD:OOL=4.0:2.0:3.0. A black line extended from middle ocellus to occiput. Antenna as long as body, penultimate antennomere nearly 1.5× longer than wide.
Mesosoma. Length:breadth:height=32.5:22.0:21.0. Disc of mesonotum relatively shiny, coarsely punctate, interspaces distinctly smaller than diameter of punctures but sparser posteriorly. Scutellar sulcus nearly straight, narrow with shallow sparse carinae in between. Scutellum relatively shiny, polished without punctures. Lateral polished field of scutellum reaching up to base of scutellum, anteriorly of the field concave but distinctly polished not crenulo-rugulose. Propodeum highly shiny, wholly polished, areola distinctly U-shaped. Mesopleuron highly polished, with setose punctures anteriorly.
Legs. Spines on outer side of hind tibia sparse. Inner spur of hind tibia 2/5 length of hind basitarsus, outer spur slightly shorter (1/3). Basitarsus of hind leg as long as tarsomeres 2–4 combined.
Wings. Pterostigma 2.5× as long as its widest part. Vein 1-R1 (metacarp) weakly longer than pterostigma, 4× as long as its distance from the apex of the marginal cell. Vein r arising from middle of pterostigma, slightly shorter than width of pterostigma, vein r a little shorter than vein 2-SR, indistinctly angled at their meeting, vein 2-M half length of vein 2-SR. 1 st discal cell 1.2× wider than high. 1 st submarginal cell of hind only 1.5× wider than high. Vein cu-a nearly straight.
Metasoma. A little longer than thorax (35.5:32.5). T1 parallel-sided or with weakly arched sides, 1.4× longer than wide posteriorly, concave at basal 2/5, turned-over part shiny, smooth scattered several shallow punctures. T2 almost straight apically, 3.5× wider than long in the middle. T3 1.5× longer than T2. Sulcus between T2 and T3 indistinct. Tergites after T1 shiny, polished, sparsely pubescent. Hypopygium shorter than apex of abdomen. Ovipositor sheath 1.2× longer than hind tibia, thin and parallel-sided.
Colour. Body mostly reddish brown, except T1, T2 and anterior half of T3 reddish yellow. Tegula yellowish brown. Spurs and palpi pale yellow. Antenna bright yellowish brown. Ovipositor sheath evenly reddish brown. Labrum yellow, and mandible darker. Legs bright yellow, except coxae light brown and posterior 2/5 of hind tibia with most of hind tarsus fumous. Wing membrane hyaline, vein 1-R1, C+SC+ R and upper border light brown, pterostigma and other veins pale yellow.
Variation. Specimen from Dongyang darker in color.

Distribution. China (Zhejiang).
Etymology. The specific name “ testacea ” derived from the Latin adjective “testaceus”, referring to the whole body testaceous.
Remarks. This species is similar to D. decorus (Haliday) but differs from the latter by the following: body mostly reddish brown (the latter wholly black); pterostigma 2.5× longer than wide (the latter larger, 2.0× longer); ocelli small, distance between fore and a hind ocellus equal with diameter of an ocellus (the latter larger, distance between fore and a hind ocellus shorter than diameter of an ocellus).
