Description. Male. Length of each forewing 2.8–3.0 mm. General color, in alcohol, pale brown; head with dark brown setae, antennae stramineous, thorax and abdomen with golden setae, wings ochraceous, legs pale brown with dark brown setae. Male genitalia. Sternum IX trapezoid, deeply excavated anteriorly ( Fig. 7 View FIGURES 5 – 8 ). Tergum X membranous, divided into 2 long lobes, finger-shaped, and covered by long setae ( Fig. 6 View FIGURES 5 – 8 ). Preanal appendages with dorsolateral lobes apparently absent ( Figs. 5, 6 View FIGURES 5 – 8 ); and with ventromesal lobes bipartite, each with dorsal branch rod-like, elongate, slender, basal area flat and broad, bearing pair of stout, dark, apical and mesal spines, surrounded by short dark setae; ventral branch short and obtuse, bearing 5 long spine-like setae ( Figs. 5, 6 View FIGURES 5 – 8 ). Inferior appendages shorter than tergum X or ventromesal lobes of the preanal appendages, each having mesal surface with lobe bearing spine-like setae, transversal striae on mesal region, and with apical area darkened and sclerotized; basodorsal lobe long, finger-shaped, slightly curved inward, with 6, long, spine-like setae distomesally; apicomesal lobe strongly sclerotized, curved laterad and bearing 2 spine-like setae mesally ( Figs. 5, 7 View FIGURES 5 – 8 ). Phallus ( Fig. 8 View FIGURES 5 – 8 ) tubular, internally with 2 short dark spines, and phallicata sclerite with 2 parallel branches in dorsal view.

Remarks. Cernotina lobisomem sp. nov. seems to be a member of the C. cygnea group Flint, 1971, which includes C. antonina Holzenthal & Almeida, 2003 ; C. cygnea Flint, 1971 ; C. decumbens Flint, 1971 ; and C. trispina Flint, 1971 . The new species has the dorsal branch of the ventromesal lobe of each preanal appendage similar to that of C. antonina , but C. lobisomem is easily distinguished from C. antonina by the long fingerlike lobes of tergum X; by the dorsal branch of the ventromesal lobe of each preanal appendage with mesal spines displaced more basally; and by the characteristic inferior appendage, each with a long basodorsal lobe bearing long spine-like setae and with a robust apicomesal lobe.

Holotype male: BRAZIL: Amazonas: Manaus, tributary to Igarapé do Lobisomem , basin of Rio Cuieiras, 2°33'46.4''S, 60°19'03.4''W, 22.viii.2004, J.L. Nessimian & L. Fidelis, light trap ( INPA).

Paratypes: 4 males, same date and locality of holotype ( INPA); 5 males, same date and locality of holotype ( DZRJ).

Etymology. The new species epithet is a noun (with unchanging termination) in apposition to the genus name, alluding to the stream where the specimens were collected.
