Diagnosis: acrostichal 0:1; dorsocentral 2:4; mid femur with three preapical setae; posterior thoracic spiracle with dark setulae at least on posteroventral portion in addition to the flap-like hair cover; female: segments VII and VIII with few ventral setulae.
Color: general body coloration yellow; frons yellow, apex brown; facialia and parafacialia white; antenna and palpus yellow; scutum brownish yellow with four light stripes of grey pruinosity; legs yellow; calypters and halter white; wing hyaline, with dark cloud running from R1 joining a cloud on r-m; R2+3 with dark cloud on apex; dm-cu with dark cloud ( Fig. 134 View FIGURES 133 – 136 ).
Male. Length. Body: 4.8–6.2 mm; wing: 5.5–6.9 mm.
Head: eyes separated from each other by 0.07–0.11 mm, at level of ocellar tubercle; 13–15 pairs of frontal setae; ocellar seta large and parallel; postocellar seta large and divergent; inner vertical and outer vertical setae small and divergent.
Thorax: acrostichal 0:1; dorsocentral 2:4; intra-alar 1; posterior thoracic spiracle with dark setulae at least on posteroventral portion in addition to the flap-like hair cover; apex of fore tibia with setae on anterodorsal, dorsal, posterodorsal, posteroventral and ventral surfaces; mid femur with a row of setae on ventral surface from base to middle; mid femur with three preapical setae, on dorsal, posterodorsal and posterior surfaces; apex of mid tibia with setae on anterior, posterodorsal, posteroventral, ventral and anteroventral surfaces; hind femur with a complete row of dorsal and anteroventral setae, and a row of posteroventral setae from base to middle; hind tibia with one median anterodorsal seta and three median anteroventral setae; hind tibia with anterior, anterodorsal, dorsal and ventral setae at apex; wing with two dorsal and one ventral seta at apex of stem vein.
Abdomen: fifth sternite with a small basal projection; epandrium with basal projection; cercus slightly blunt apically.
Female (differing as follows): Length. Body: 4.6–6.3 mm; wing: 5.1–6.8 mm; eyes separated from each other by 0.25–0.33 mm, at level of ocellar tubercle; 9–11 pairs of frontal convergent setae, except for upper two pairs, divergent; ocellar and postocellar setae large and divergent; inner vertical seta large and convergent, and outer vertical seta large and divergent; intra-alars 2; sternite VIII with strong spike-like setae; epiproct with four setae, setae in a square-shaped arrangement (2:2).
Comments: identified as a subspecies occurring in Brazil, N. pictipennis pictipennis can be easily distinguished by the characteristic yellowish color, the dark setulae on the posterior thoracic spiracle with and the pattern of clouds on the wings. Some individuals have a darker yellow color, particularly specimens collected in Mato Grosso. The identification of these individuals is very difficult, as the identification keys and even the description suggest that individuals could be N. pictipennis nudinervis (Stein) , although there are no variations in the characters of the terminalia. In this work, this species will be maintained as distinct until the holotype of Stein’s can be examined.
Holotype (not examined): BMNH. Type-locality: ‘Brasil’.
