Description. Female. Body length 3.0 mm; fore wing length 2.4 mm.
Head. Antennae more than 13-segmented (apical segments missing). Scape 1.4 times as long as maximum width. First flagellar segment 4.0 times as long as its apical width, 0.8 times as long as second segment. Head behind eyes (dorsal view) distinctly, rather regularly and roundly narrowed. Width of head 1.4 times its median length. Eye 4.4 times as long as temple (dorsal view). Ocelli arranged in almost equilateral triangle. POL: OD: OOL = 3: 4: 9. Vetex and frons striate. Vertex with sparse, long setae. Eye glabrous, 1.3 times as high as broad. Malar space 0.1 times height of eye, 0.4 times basal width of mandible. Face almost smooth, its width 0.4 times height of eye, equal to height of face and clypeus combined. Malar suture absent. Occipital carina complete dorsally, fused with hypostomal carina ventrally.
Mesosoma. Length 2.0 times its height. Mesoscutum entirely densely and distinctly granulate, highly and perpendicularly elevated above pronotum, with very sparse, short setae arranged in middle lobe posteriorly and along notauli. Notauli wide, shallow, sparsely and distinctly crenulate. Scutellum smooth. Prescutellar depression deep, rather long, with three distinct carinae, 0.6 times as long as scutellum. Mesopleuron coriaceous. Subalar depression deep, rather wide, coarsely striate. Precoxal sulcus deep, curved, smooth, running along anterior 0.7 of lower part of mesopleuron. Propodeum with distinctly delineated by carinae and long basolateral areas, with distinctly delineated areola, basal carina short; basolateral areas finely granulate; remaining part of propodeum coarsely rugose-areolate.
Wings. Fore wing 3.1 times as long as maximum width. Vein r arising before middle of pterostigma. 3-SR forming very obtuse angle with r. 3-SR: r: SR1 = 11: 11: 39. First discal cell 1.8 times as long as maximum width.
1-SR+M weakly curved. m-cu almost interstitial. Hind wing: M+CU: 1-M = 11: 13. m-cu unsclerotized, straight, oblique towards apex of wing, antefurcal.
Legs. Hind coxa distinctly densely striate with granulation dorsally. Hind femur coriaceous dorsally, 2.9 times as long as wide. Hind tibia with not long and sparse setae dorsally; length of these setae 0.5–0.7 times maximum width of hind tibia. Hind tarsus 0.9 times as long as hind tibia. Hind basitarsus 0.5 times as long as second-fifth segments combined; second tarsal segment 0.6 times as long as basitarsus, almost as long as fifth segment (except pretarsus).
Metasoma. Almost 0.9 times as long as mesosoma and head combined. First tergite with distinct, weakly and curvedly convergent posteriorly dorsal carinae, rather densely and coarsely striate; apical width of tergite 2.0 times its minimum width, length 0.8 times its maximum width. Suture between second and third tergites almost straight, curved laterally. Second tergite entirely distinctly and densely longitudinally striate, median length of tergite 0.4 times its basal width, 0.7 times length of third tergite. Third tergite in basal 0.2 with a distinct, rather narrow, transverse furrow, striate in basal 0.3. Fourth tergite shortly striate basally. Remaining parts of tergites smooth. Ovipositor sheath 0.65 times as long as metasoma and 0.4 times as long as fore wing.
Colour. Body reddish brown. Antennae yellowish brown to black, two basal segments yellowish brown. Palpi pale yellow. Legs yellowish brown. Ovipositor sheath black. Wings faintly infuscate. Pterostigma dark brown.
Male. Unknown.
Material examined. Holotype: Ƥ, China: Zhejiang Prov., Lin’an, Qingliangfeng, light trap, 12.VIII.2005, Shi Min, No. 200607669 ( ZJUH).
Diagnosis. This new species is similar to H. signatus Belokobylskij et Maetô , but differs in having the frons striate, temple short, mesoscutum entirely densely and distinctly granulate, basolateral areas of propodeum finely granulate, hind femur wide, and ovipositor sheath short. H. prodigiosus sp. nov. is also similar to H. kerzhneri Belokobylskij et Maetô , but differs in having the fifth tergite smooth basally, second tergite short, and suture between second and third tergites strongly curved laterally.
Etymology. From Latin “ prodigiosus ” meaning “strange”.
Distribution. China (Zhejiang).
