Description. Female. Body length 3.3 mm; fore wing length 2.5 mm.
Head. Antennae slender, filiform, 24-segmented. Scape 1.3 times as long as maximum width. First flagellar segment 6.5 times as long as its apical width, as long as second segment. Penultimate segment 4.0 times longer than wide, 0.7 times as long as first flagellar segment, 0.9 times as long as apical segment. Head behind eyes (dorsal view) distinctly and roundly narrowed. Width of head 1.5 times its median length. Eye 3.4 times as long as temple (dorsal view). Ocelli arranged in almost equilateral triangle. POL: OD: OOL = 5: 6: 12. Vertex and frons smooth. Vertex with sparse, short setae. Face rugose-striate, its width equal to height of eye, 1.2 times height of face and clypeus combined. Eye glabrous, 1.3 times as high as broad. Malar space 0.4 times height of eye, 0.9 times basal width of mandible. Malar suture absent. Occipital carina complete dorsally, fused with hypostomal carina ventrally.
Mesosoma. Length 2.0 times its height. Mesoscutum punctate with some rugosity, highly and perpendicularly elevated above pronotum, entirely with dense setae. Notauli shallow, sparsely and distinctly crenulate. Scutellum smooth. Prescutellar depression deep, rather long, with three distinct carinae, 0.5 times as long as scutellum. Subalar depression rather wide, coarsely rugose-striate. Precoxal sulcus deep, crenulate, running along anterior 0.7 of lower part of mesopleuron. Propodeum with distinctly delineated by carinae and long basolateral areas, with delineated areola, basal carina short; basolateral areas almost smooth and distinctly rugulose-reticulate along carinae; remaining part of propodeum coarsely rugose-areolate.
Wings. Fore wing 3.1 times as long as maximum width. Vein r arising before middle of pterostigma. 3-SR forming very obtuse angle with r. 3-SR: r: SR1 = 16: 6: 41. First discal cell 1.7 times as long as maximum width. 1- SR+M distinctly curved. m-cu postfurcal. Hind wing: M+CU: 1-M = 13: 14. m-cu almost straight, oblique towards base of wing, antefurcal, pigmented.
Legs. Hind coxa striate dorsally. Hind femur smooth, 3.3 times as long as wide. Hind tibia with long, with rather sparse setae dorsally; length of these setae 0.7–1.0 times maximum width of hind tibia. Hind tarsus 0.9 times as long as hind tibia. Hind basitarsus 0.4 times as long as second-fifth segments combined; second tarsal segment 0.9 times as long as basitarsus, 1.4 times as long as fifth segment (except pretarsus).
Metasoma. About 1.1 times as long as mesosoma and head combined. First tergite with more or less distinct, weakly and curvedly convergent posteriorly dorsal carinae, densely and coarsely striate, with fine reticulation between striae; apical width of tergite 1.9 times its minimum width, length 0.9 times its maximum width. Suture between second and third tergites deep and weakly curved. Second tergite entirely densely and coarsely striate, with fine reticulation between striae, median length of tergite 0.5 times its basal width, equal to length of third tergite. Third tergite in basal one-quarter with distinct, rather narrow, transverse furrow. Third in basal half striate, fourth tergite with short striation basally. Remaining tergites smooth. Ovipositor sheath 0.6 times as long as metasoma and 0.4 times as long as fore wing.
Colour. Head and mesosoma brownish yellow. Metasoma almost brownish yellow, first and second tergites entirely, third and fourth tergites basally dark. Antennae brownish yellow to black, two basal segments brownish yellow. Palpi pale yellow. Legs yellow, all coxae and trochanters pale yellow. Ovipositor sheath dark brown. Wings faintly infuscate. Pterostigma pale brown.
Variation. Body length 3.6 mm; fore wing length 2.6 mm. Antennae 25-segmented. Mesosoma 1.9 times as long as height.
Male. Unknown.
Material examined. Holotype: Ƥ, China, Hainan Prov., Diaoluoshan, 1–2.VI.2007, Liu Jingxian, No. 200704024 ( ZJUH). Paratype. 1Ƥ, China, Hainan Prov., Yinggeling, 24–25.V.2007, Liu Jingxian, No. 200702725 ( ZJUH).
Diagnosis. This new species is similar to H. ishigakus Belokobylskij et Maetô , but differs in having the vertex and frons smooth, mesoscutum punctate with some rugosity and entirely densely setose, second tergite long, and ovipositor sheath short. H. punctatus sp. nov. also resembles H. hemitestaceus Belokobylskij , but differs in having the mesoscutum without transverse striation, but with very fine rugosity, apical segments of antenna dark, occipital carina mediodorsally distinctly curved towards ocelli, and fifth tergite basally smooth or almost smooth.
Etymology. From Latin “ punctatus ” meaning “punctate”.
Distribution. China (Hainan).
