Diagnosis. Head almost holoptic in male, dichoptic in female; parafacial bare; gena about 1/4 of eye height; arista rather long plumose; palpus black; 1 presutural and 0 postsutural acrostichal setae; 2 katepisternal setae; costa bare above, haired below; mid tibia with 1 anterodorsal seta; hind tibia with 2 preapical dorsal setae; male claws and pulvilli longer than 5th tarsomere; abdomen broadly reddish-yellow from syntergite 1+2 to anterior portion of 4th tergite, black on base of syntergite 1+2, mid-dorsal longitudinal portion of 3rd and 4th tergites, posterior portion of 4th tergite and entire 5th tergite.

Redescription. Body length: 7.2–8.9 mm.

Male. Terminalia: Sixth tergite entire, broadly concave on anterior margin, without hairs; surstylus broad, nearly parallel-sided in lateral view, apex weakly rounded, with dense, long hairs; cerci in dorsal view broad along basal portion and rather evenly narrowed to apex, apical 1/3 narrowly separated, mid-dorsal suture distinct; pregonite flat; postgonite not extending beyond apex of epiphallus; dorsal sclerite of distiphallus flat, apical membranous portion about 1/4 as long as dorsal sclerite.

Description of female. Differing from male as follows: Head with dense, whitish pruinosity, fronto-orbital plate slightly darkened; vertex 0.25–0.26 of head width; inner vertical seta about 2/3 as long as eye height; outer vertical seta about 1/2 as long as inner vertical seta; ocellar setae fine, shorter than outer vertical seta; 1 outwardly-directed prevertical seta, slightly longer than outer vertical seta; 2 proclinate orbital setae, anterior seta slightly shorter than inner vertical seta, posterior seta fine, less than 1/2 as long as anterior seta; fronto-orbital plate with a few short, fine hairs; pedicel with a long seta about 1/2 as long as postpedicel; postpedicel about 5 times as long as pedicel; wing tinged with pale brown, darkened on apical portion; claws and pulvilli short. Terminalia: Sixth tergite long, strongly concave mid-dorsally, with a row of long setae on posterior margin; 6th sternite with rather dense, long hairs; 7th tergite divided into small hemitergites, with several setae on posterior margin; 7th sternite strongly constricted on anterior portion, with a row of rather short marginal setae; 8th hemitergite short, curved anteriorly below and fused with 8th sternite, narrowly connected with hypoproct near middle; 8th sternite longer than 6th tergite.

Description of first instar larva. Body length 0.80–0.83 mm; cephaloskeleton narrow on apical 1/2, dorsal margin rather strongly concave at middle; 2nd thoracic segment without anterodorsal rows of fine spinules; 2nd to7th abdominal segments each with 1 anterodorsal row and 5–7 posteroventral rows of short, fine spinules, 7th segment also with 2–3 rows of spinules on posterolateral portion.

Type material examined. Holotype ♂: China / Yunnan, Xishuang- / banna / Meng-ya , 600– / 1000 m, 17.x. / 1989, H. Shima ( KIZ) . Paratype: 1 ♂, China, Yunnan, Jinhong , 17.x.1989, W. Zhang ( BLKU) .

Additional material examined. Thailand: 1 ♀, C. Chiang Mai, Doi Pui , 1685 m, 16.ix.1975, R. Kano ( KUM) . Vietnam: 1 ♀, Sapa Distr., Lao Cai, Trung Chai , 14 km S. Sapa, 1000 m, 27–28.x.2001, H. Kurahashi ( BLKU) .

Distribution. China (Yunnan), Thailand, Vietnam.

Remarks. This species is very characteristic in having the abdomen broadly reddish and parafacial bare. This species was described based on the male. The female, which is very similar to the male except for the dichoptic head, is described here for the first time. The male terminalia of this species resemble those of P. pubiseta .
