Diagnosis. Head dichoptic; ocellar setae very fine, hair-like; 2 proclinate orbital setae; arista short plumose; palpus reddish-yellow; 1 presutural and 0 postsutural acrostichal setae; 3 postsutural dorsocentral setae; costa haired above and below; mid tibia with 1 anterodorsal seta; hind tibia with 2 preapical dorsal setae; claws and pulvilli shorter than 5th tarsomere; a pair of median discal setae present on 3rd, 4th and 5th tergites, not on syntergite 1+2.
Redescripton. Body length: 6.5–8.0 mm.
Male and female. Head dichoptic, with dense, grayish-white pruinosity, fronto-orbital plate darkened, upper 1/2 shiny black; upper occiput dark grayish; antenna brown-black, base of postpedicel slightly reddish; palpus reddishyellow. Vertex about 0.3 of head width; frontal vitta slightly widened anteriorly, subequal in width to fronto-orbital plate at middle; parafacial narrowed below, about 1/2 as wide as postpedicel at mid height; gena about 0.33 of eye height in male, 0.28 in female. Inner vertical setae strong, parallel to each other, more than 3/4 of eye height; outer vertical seta absent; ocellar setae very fine, hair-like; 1 outwardly-directed prevertical seta, slightly less than 2/3 of inner vertical seta; 2 proclinate orbital setae, anterior seta stronger and subequal in length to prevertical seta; 7 frontal setae, lowest seta nearly level with base of pedicel; fronto-orbital plate with a row of very fine, short, black hairs on lower portion; parafacial bare; gena with a few fine, short, black hairs on lower portion; vibrissa level with lower margin of face; postocular setae rather strong on upper portion, not close to posterior eye margin; occiput with strong black hairs on upper portion. Base of antenna nearly level with middle of eye height; pedicel with a long seta about twice as long as pedicel; postpedicel about 4.6 times as long as pedicel; arista short plumose. Palpus nearly cylindrical, slightly less than 2/3 of postpedicel.
Thorax black, dorsum with thin, grayish-white pruinosity, longitudinal vitta indistinct, pleura with rather dense, grayish-white pruinosity. Hairs sparse and black; 2 postpronotal setae; 1 presutural and 0 postsutural acrostichal setae; 2 presutural and 3 postsutural dorsocentral setae; 1 intra-alar seta; 2 katepisternal setae; scutellum with 2 pairs of marginal setae, basal and lateral scutellar setae absent, apical setae crossed, suberect, slightly longer than scutellum. Wing evenly and slightly tinged with pale brown; tegula and basicosta black; lower calypter slightly elongate, translucent white, fringe rather long; costa haired above and below; costal spine absent; relative lengths of costal sectors 2, 3 and 4 approximately 2:6:2.5; vein R 4+5 with 2–3 fine setulae at base, both dorsally and ventrally; vein M 1 from dm-cu crossvein to bend about 3 times distance between bend and wing margin; last section of vein CuA 1 about 1/2 as long as dm-cu crossvein. Legs black, coxae with rather dense, grayish-white pruinosity; pulvilli pale brownish; fore tibia with 1 anterodorsal and 1 posterior setae; mid tibia with 1 anterodorsal, 2 posterodorsal and 1 ventral setae; hind tibia with 2 preapical dorsal setae; claws and pulvilli shorter than 5th tarsomere.
Abdomen black, with rather dense, grayish-white pruinosity on anterior 1/4 of 3rd tergite and 1/3 of 4th, pruinose band diffusing posteriorly. Hairs fine, rather long, dense and suberect, black; syntergite 1+2 with several lateral discal setae, a pair of median marginal setae and a single lateral marginal seta on each side, without median discal setae; 3rd tergite with a pair of median discal setae, a pair of median marginal setae and 1–2 lateral marginal setae on each side; 4th and 5th tergites each with a pair of median discal setae and a row of marginal setae; male 5th sternite with postero-interior corner of posterior lobe angulated, but not pointed.
Male terminalia: Sixth tergite entire, concave on anterior margin, with several hairs on posterior margin; surstylus rather broad in lateral view, narrowed to a blunt apex, with rather dense hairs; cerci in dorsal view broad along basal portion, strongly constricted at basal 1/3, then evenly narrowed to apex, mid-dorsal suture distinct along basal portion, in lateral view strongly constricted at basal 1/3, then weakly curved ventrally; pregonite flat; postgonite not extending beyond apex of epiphallus; dorsal sclerite of distiphallus flat, apical membranous portion about 1/3 as long as basal portion.
Female terminalia: Sixth tergite entire, with a row of setae on posterior margin; 6th sternite with short hairs on posterior 1/2; 7th tergite divided into rather small quadrate hemitergites, with several short hairs on posterior margin; 7th sternite shorter than 6th, with rather dense, short hairs on posterior 1/2; 8th hemitergite short and small, upper portion reduced, fused with hypoproct on upper end; 8th sternite only slightly longer than 6th tergite.
Description of first instar larva. Body length 0.8–0.9 mm; cephaloskeleton narrow on apical 1/2, dorsal margin nearly smooth; 2nd thoracic segment without anterodorsal rows of fine spinules; 2nd to 6th abdominal segments each with 1 anterodorsal and 3–4 posteroventral rows of short, fine spinules, 7th segment with 2–3 rows of spinules on posterolateral portion.
Type material examined. Holotype ♂: Hoozan [=? Hsiaopaoshan , Hsinchu Hsien] / Formosa [ Taiwan] / H. Sauter 1911 ( SDEI).

Distribution. China (Taiwan).
Remarks. This species resembles P. pubiseta from Myanmar in having parafacial bare and frons wide, but it differs from it in the number of acrostichal and katepisternal setae on the thorax and plumose arista. The male and female are very similar, with no distinct sexual dimorphic characters except in the terminalia.
