Diagnosis. Head dichoptic; all body hairs black; both sexes with 2 proclinate orbital setae; arista short plumose; abdomen black, without pruinosity; fore tibia with 1 posterior seta; hind tibia with 2 preapical dorsal setae; scutellum with 3 pairs of marginal scutellar setae: basal, subapical and apical setae; parafacial haired; wing rather weakly tinged with pale brown apically; male claws and pulvilli shorter than 5th tarsomere.

Description. Body length: 5.7–8.7 mm.

Male. Head black in ground color, gena broadly reddish-brown, occiput shiny black; whitish pruinosity on parafacial, face and gena, dark grayish pruinosity on fronto-orbital plate, no pruinosity on occiput; antenna black except dark brown arista; palpus black. Vertex about 0.3 of head width; frontal vitta nearly parallel-sided, slightly narrower than fronto-orbital plate at middle; face only slightly shorter than frons in profile; parafacial well narrowed below, about 2/3 as wide as postpedicel at mid height; gena 0.25–0.29 of eye height. Inner vertical seta strong, about 3/4 as long as eye height; outer vertical seta slightly more than 1/3 length of inner vertical seta; ocellar setae fine, about as long as outer vertical seta; 1 outwardly-directed prevertical seta, about 2/3 as long as inner vertical seta; 2 proclinate orbital setae, anterior seta stronger, about 2/3 as long as inner vertical seta; 5–7 frontal setae, lowest seta nearly level with base of scape; parafrontal with 1–2 rows of short, fine, black hairs on lower 3/5, descending to parafacial at level of lower margin of eye; gena with 2–3 rows of fine, short, black hairs on lower 1/2; occiput with rather dense, short, black hairs, several pale brownish hairs on upper median portion of postgena. Base of antenna nearly level with middle of eye height; antenna falling only slightly short of lower margin of face; pedicel with a long seta about twice as long as pedicel; postpedicel about 4.5 times as long as pedicel; arista rather short plumose, total width including plumosity about 2/3 of width of postpedicel. Palpus about 2/3 as long as postpedicel. Eye bare.

Thorax black in ground color, with dense, grayish-white pruinosity on anterodorsal portion of presutural scutum including postpronotal lobe, and with thin, grayish pruinosity on other portion of presutural area and entire postsutural scutum; pruinosity indistinct on scutellum; pleura with rather thin, grayish-white pruinosity. One presutural acrostichal seta; 2 presutural and 3 postsutural dorsocentral setae; 2 postsutural intra-alar setae; 2 katepisternal setae; scutellum with 3 pairs of marginal setae, basal setae slightly less than twice length of scutellum, subapical setae about 3 times as long as scutellum and apical setae slightly shorter than basal setae. Wing hyaline, evenly tinged with pale brown; lower calypter white, narrowly pale yellowish on postero-interior margin; costal spine only slightly longer than normal costal setae; costa haired above and below; relative lengths of costal sectors 2, 3 and 4 approximately 2:5:2.5; bend of vein M 1 2 times closer to wing margin than to dm-cu crossvein; last section of vein CuA 1 about 1/2 as long as dm-cu crossvein. Legs shiny blackish brown; fore tibia with 0–2 anterodorsal and 1 posterior setae; mid tibia with 1 anterodorsal, 1 posterodorsal and 1 ventral setae; hind tibia with 2 preapical dorsal setae; claws and pulvilli short, fore claws and pulvilli shorter than 5th tarsomere.

Abdomen slender, nearly cylindrical, shiny black, without pruinosity. Syntergite 1+2 with 1–2 lateral discal setae, 1 pair of median marginal setae and a single lateral marginal seta on each side, without median discal setae; 3rd tergite with a pair of median discal setae, a pair of median marginal setae and 2 lateral marginal setae on each side; 4th tergite with a pair of median discal setae, 0–1 (fine) lateral discal setae and a row of marginal setae; 5th tergite with a pair of median discal setae, 2 short lateral discal setae and a row of marginal setae; 5th sternite with posterointerior corner of posterior lobe not pointed. Terminalia: Sixth tergite entire, with a pair of long hairs; surstylus broad in lateral view, posterior margin evenly curved along posterior portion, with rather long hairs; cerci in dorsal view broad basally and strongly narrowed along basal 1/3, then weakly narrowed to apex, mid-dorsal longitudinal suture obliterated along basal 1/3, narrowly separated along apical 1/3, in lateral view well curved ventrally along apical 3/4, apex weakly reflexed; pregonite flat; postgonite not extending beyond apex of epiphallus; basiphallus 1/2 as long as distiphallus; dorsal sclerite of distiphallus flat, distal membranous portion slightly shorter than basal portion.

Female. Differing from male as follows: Gena about 0.25 of eye height; inner vertical seta almost 3/4 of eye height; outer vertical seta about 1/3 as long as inner vertical seta; pedicel with a long seta almost 3 times as long as the pedicel itself; postpedicel 4 times as long as pedicel; apical portion of wing along apical 1/3 of vein R 2+3 slightly more strongly tinged with pale brown; mid tibia sometimes with an additional short anterodorsal seta; abdomen rather slender, fusiform. Terminalia: Sixth tergite entire, with several discal setae and a row of marginal setae; 6th sternite with rather dense hairs on entire surface; 7th tergite divided into 2 small hemitergites, with a few setae on median portion and several setae on upper posterior portion; 7th sternite with several hairs on posterior margin; 8th hemitergite short, fused with hypoproct on upper and median portions; 8th sternite longer than 7th sternite.

First instar larva. Body length 0.9–1.0 mm; cephaloskeleton rather narrow on apical 1/3, dorsal margin smooth, without distinct convexity; 2nd thoracic segment with 2–3 rows of fine anterodorsal spinules; 7th abdominal segment with 4–5 rows of posterodorsal spinules.

Type material. Holotype ♂: [ Japan, Kyushu] Mt. Hakucho-zan / Izumi-mura (1300 m) / Kumamoto Pref. / 7.vi.1980 / Kenji Ohara ( BLKU).

Paratypes: [ Japan, Honshu] 1 ♀, Aomori Pref., Hiraka Town, Towada Lake , 22.vii.2001, T. Tachi ; 1 ♂, Miyagi Pref., Mt. Zao , 23.vi.1979, K. Hara; [Kyuhsu] 2 ♂♂, same locality as holotype, 27.v.1978, T. Goto ; 2 ♂♂, same lo- cality as preceding, 18.ix.1980, K. Ohara; 1 ♀, Miyazaki Pref., Osuzuyama , 22.v.1966, A. Nagatomi. [All KUM]

Etymology. The specific name is taken from one of the characteristic features of this species, the narrow gena, from the Latin arcto (compress) plus gena.

Distribution. Japan (Honshu, Kyushu).

Remarks. This species is very similar to P. nobilis Mesnil in general appearance, but can be distinguished from it by the well-developed basal scutellar setae and the narrower parafacial and gena. It occurs sympatrically with P. nobilis in Kyushu, Japan.
