Diagnosis. Small (body length: 5.2–6.9 mm), slender, blackish species; head dichoptic; 2 proclinate orbital setae; parafacial with sparse fine, short, black hairs at most on upper 1/2; gena wide, about 3/7 of eye height; arista pubescent, thickened on basal 1/2; 1 presutural and 0 postsutural acrostichal setae; 2 presutural and 3 postsutural dorsocentral setae; 3 katepisternal setae; costa haired above and below; mid tibia with 1 anterodorsal seta; hind tibia with 3 preapical dorsal setae; claws and pulvilli shorter than 5th tarsomere; median discal setae absent on all abdominal tergites.
Description of terminalia. Male: Sixth tergite entire, rather long, nearly as long as syntergosternite 7+8, without hairs; surstylus broad, nearly parallel-sided in lateral view, obliquely truncated at apex, with long hairs; cerci in dorsal view broad along basal portion, narrowed at basal 1/3, parallel-sided to apical 1/7, then narrowed to apex, completely fused along basal 1/2 with suture obliterated, in lateral view only weakly constricted at basal 1/3; pregonite flat; postgonite only slightly extending beyond apex of epiphallus; dorsal sclerite of distiphallus flat, distal membranous portion short, at most 1/3 as long as basal portion. Female: Sixth tergite entire and long, with a few setae on discal area and a row of long setae on marginal area; 6th sternite with sparse short hairs on median portion and several short marginal setae; 7th tergite divided into quadrate hemitergites, 2/3 as long as 6th tergite, without hairs; 7th sternite subequal in length to 6th, with several hairs on median portion and a row of short marginal setae; 8th hemitergite rather long, fused with hypoproct on posteromedian portion, short on ventral portion below hypoproct; 8th sternite long, longer than 6th.
Description of first instar larva. Body length 0.6–0.7 mm; cephaloskeleton rather narrow on apical 1/2, dorsal margin weakly concave at middle; 2nd thoracic segment without anterodorsal rows of spinules; 2nd to 7th abdominal segments each with 1–2 anterodorsal rows and 5–7 posteroventral rows of short fine spinules, 7th segment also with 2–3 rows of spinules on posterolateral portion.

Distribution. Italy, S. Germany, S. Switzerland, Transcaucasia, Russia (Far East), Japan (Shikoku).
Remarks. This is a characteristic species among members of Phyllomya in having arista pubescent, parafacial bare on lower 1/2 and abdomen without discal setae. It appears to have an unusually wide distribution in the area from Europe to Far East Asia. We were unable to find any differences between specimens recently found in Japan and European specimens of this species.
