Holotype. ♀ USA, California, Rock Creek , 4 miles E. of Milton, Calaveras Co., 1.x.1969 on Jepsonia heterandra, (R. Ornduff) ; [ CAS: 11395]. Examined.

Diagnosis. Females of L. incompletum can be recognised by the diagnostic combination of a small size (4.5–4.9 mm), relatively large dorsal surface of the propodeum with strong oblique propodeal carinae delimiting the posterior margin of the dorsolateral slopes ( Fig. 127D View FIGURE 127 ), and fine, relatively dense mesoscutal punctation between parapsidal lines (i≤d), more widely spaced submedially (i=1–1.5d). Female L. nevadense are superficially similar in overall appearance but have a weak oblique carina.
Males of L. incompletum share the same distinguishing characters as females but are often smaller in size (4.0– 4.6 mm) and the propodeal carinae are less distinct. They may be further distinguished by their bluish colour, short flagellomeres (length/width ratio = 1.33–1.50) that are bright yellow on the ventral surface, and deep, distinct punctures on the mesepisternum and metasomal terga.
Redescription. FEMALE. Length 4.51–4.94 mm; head length 1.27–1.37 mm; head width 1.25–1.44 mm; forewing length 2.99–3.48 mm.
Colouration. Head and mesosoma pale green to bright blue. Clypeus with apical half blackish brown, basal half and supraclypeal area sometimes with golden reflections. Antenna dark brown, flagellum with ventral surface reddish brown to orange. Tegula amber to brownish yellow. Wing membrane subhyaline, venation and pterostigma pale brownish yellow. Legs brown, medio- and distitarsi reddish brown, metabasitarsus suffused with reddish brown. Metasoma blackish brown, terga and sterna with apical impressed areas translucent brownish yellow.
Pubescence. Dull white. Moderately dense. Head and mesosoma with moderately dense woolly hairs (1– 1.5 OD), longest on genal beard, metanotum and mesopleuron (2–2.5 OD). Paraocular area and gena with sparse tomentum. Propodeum with moderately dense plumose hairs on lateral and posterior surfaces (2–2.5 OD). Metasoma with moderately sparse, fine setae. Metasomal terga with moderately dense, fine setae. T1 acarinarial fan complete. T2 basolaterally and T3–T5 entirely with moderately dense tomentum partially obscuring surface. T2 apicolateral and T3–T4 apical margins with sparse fringes.
Surface sculpture. Face weakly imbricate, punctation fine, shallow. Clypeus polished, basal margin imbricate, punctation moderately sparse (i=1–3d). Supraclypeal area with punctation moderately sparse (i=1–2d). Lower paraocular area punctation dense (i≤d). Antennocular area punctation moderately irregularly spaced (i<2d). Upper paraocular area and frons punctation punctate-reticulate. Ocellocular area densely punctate (i≤d). Gena and postgena finely striate. Mesoscutum weakly imbricate, punctation fine, dense over majority of disc (i≤d), moderately sparse submedially (i=1.5d), contiguous on anterolateral portions. Mesoscutellum polished, submedial punctation sparse (i=2–5d). Axilla punctate. Metanotum minutely punctate. Preëpisternum weakly ruguloso-imbricate. Hypoepimeral area imbricate. Mesepisternum obscurely to distinctly punctate (i≤d), dorsal portion weakly rugulose, ventral portion imbricate. Metepisternum with dorsal half weakly ruguloso-striate, ventral half imbricate. Metapostnotum incompletely rugoso-striate, posterior margin imbricate. Propodeum with dorsolateral slope ruguloso-imbricate, lateral and posterior surfaces imbricate. Metasomal terga coriarious, punctation extremely fine and obscure, on basal halves moderately dense (i=1.5), sparse on apical halves (i=2–2.5d).
Structure. Head moderately wide to round (length/width ratio = 0.95–0.99). Eyes weakly convergent below (UOD/LOD ratio = 1.13–1.31). Clypeus ½ below suborbital tangent, apicolateral margins convergent. Antennal sockets close (IAD/OAD <0.5). Frontal line carinate, ending>2 OD below median ocellus. Gena narrower than eye. Inner metatibial spur pectinate with 3 teeth. Metapostnotum moderately elongate (MMR ratio = 1.14–1.28), posterior margin weakly angled onto posterior surface. Propodeum with dorsolateral slope delimited below by curved oblique carinae, lateral carina moderately strong, not reaching dorsal margin.
MALE. Similar to female except for the usual secondary sexual characters and as follows. Length 3.97– 4.58 mm; head length 1.22–1.32 mm; head width 1.22–1.34 mm; forewing length 2.99–3.17 mm.
Colouration. Head and mesosoma bright blue. Flagellum with ventral surface bright yellow. Tarsi yellow.
Pubescence. Lower paraocular area and clypeus distally with dense tomentum obscuring most of surface. Clypeus basally, supraclypeal area and lower frons with scattered tomentum partially obscuring surface. S2– S4 with long, posteriorly directed hairs.
Surface sculpture. Head and mesosoma polished, punctation strong. Mesepisternal punctation distinct. Metapostnotum coarsely rugoso-striate. Metasomal terga with basal punctation coarse (i=1–1.5D), apical impressed area impunctate on apical half.
Structure. Head round (length/width ratio = 0.98–1.00). Eyes convergent below (UOD/LOD = 1.38–1.48). Antennal sockets distant (IAD/OAD> 1.3). Frontal line carinate, ending>2 OD below median ocellus. Pedicel subequal to F1. F2 length 1.8–2.1X F1. F2–F10 moderately short (length/width ratio = 1.33–1.50). Metapostnotum moderately elongate (MMR ratio = 1.10–1.22), posterior margin sharply angled onto posterior surface Propodeum with oblique carina strong.
Terminalia . S7 with median lobe strongly, narrowly clavate, apex rounded ( Fig. 128F View FIGURE 128 ). S8 with apicomedial margin strongly convex ( Fig. 128F View FIGURE 128 ). Genitalia as in Fig. 128D–E View FIGURE 128 . Gonobase with ventral arms moderately widely separated. Gonostylus large, covered with elongate setae. Retrorse lobe short, attenuated apically, setae elongate towards apex.
