Type material: Holotype. Male. SIZK K–325, Klesov , Rovno amber, late Eocene.

Description. Body length 3.6 mm; forewing length 4.6 mm. Head, antennae, thorax, legs and abdomen light brown. Wings brown with numerous light hairs. Head with light hairs.

Male genitalia. Inferior appendages of unusual structure: in ventrocaudal view, rectangular bases have two curved teeth: sharp lateral on a small lobe, and robust medial with wider basal part, these tips directed towards each other. Ventrolateral well-sclerotized finger-like projection with setose apical rounded tip is seen in between them. Posterior margin of segment X with two membranous lobes. Preanal appendages (cerci) with extended concave apex covered long hairs. Aedeagus very thin, slightly forked at the apex.

Comparison. The new species differs from Holocentropus omega Ulmer, 1912 , which appears to be the closest to it, by the shape of the inferior appendages: in Holocentropus omega , the basal part longer and have a lateral incision, ventromedial tooth shorter than basal part, ventrolateral part is more elongate.

Etymology. The specific name totuttotam is indeclinable and must not agree in gender with its generic name; it derives from Russian and means “here and there”.

Distribution. Priabonian Rovno amber.

Remarks. The specimen was found in the small piece of amber (1.1 g after primary treatment).
