Description. Female. Body length 2.2 mm, fore wing length 2.6 mm.

Head. A little round in dorsal view, 1.8× as wide as long and as wide as mesoscutum. Temple relatively shiny and impunctate, a little constricted. Face relatively dull, shallowly punctate, sparsely pubescent, inner margin of eyes parallel, 0.7× as high as wide. Ocelli relatively large, distance between fore and a hind ocellus not longer than diameter of an ocellus, posterior imaginary tangent to fore ocellus virtually touching hind two ocelli, POL:OD:OOL=3.7:2.0:4.0. A black line extended from middle ocellus to occiput. Antenna distinctly shorter than body, penultimate antennomere transverse and expanded.

Mesosoma. Length:breadth:height=41.0:26.2:28.0. Disc of mesonotum relatively shiny, superficially punctate, interspaces larger than diameter of punctures. Scutellar sulcus straight, a little wide with 13–14 carinae in between. Scutellum shiny, polished with indistinct small punctures along sides. Propodeum relatively dull, with setose indistinct punctures anterior-laterally, nearly polished medially, several carinae reached out from orifice, a transverse carina on posteral-lateral field. Mesopleuron highly polished, with indistinct setose punctures anteriorly.

Legs. Hind femur short (2.9× longer than wide). Spines on outer side of hind tibia relatively sparse. Inner spur of hind tibia half length of hind basitarsus, outer spur distinctly shorter (2/5). Basitarsus of hind leg as long as tarsomeres 2–4 combined.

Wings. Pterostigma 2.5× as long as its widest part. Vein 1-R1 (metacarp) at least 1.3× longer than pterostigma, nearly closing the marginal cell. Vein r arising from middle of pterostigma, 0.8 of width of pterostigma, vein r weakly longer than vein 2-SR, indistinctly angled at their meeting, vein 2-M half length of vein 2-SR. 1 st discal cell nearly 1.3× wider than high. 1 st submarginal cell of hind wing 1.6× wider than high. Vein cu-a curved.

Metasoma. Shorter than thorax (37.5:41.0). T1 strongly constricted posteriorly, 1.6× longer than wide posteriorly, concave at basal two fifth, turned-over part dull, strongly rugose, shallowly concave in the middle, shiny and polished on hind tubercle. T2 relatively shiny, with weak rugosity, weakly curved into T3, 3.3× wider than long in the middle. T3 1.4× longer than T2. Tergites after T2 less shiny, polished, sparsely pubescent. Hypopygium not longer than apex of abdomen. Ovipositor sheath 0.9 length of hind tibia, narrow but hind half wider and parallel-sided.

Colour. Body reddish yellow all over. Tegula yellow. Spurs pale yellow. Palpi dirty yellow. Antenna and ovipositor sheath evenly light reddish yellow. Labrum light reddish yellow, mandible yellow. Legs bright yellow, except coxae and distal half of hind tibia reddish yellow. Wing membrane hyaline, vein 1-R1, C+SC+ R and upper border of pterostigma brown, pterostigma yellow, alar veins yellow to pale yellow.

Male. Unknown.

Host. Unknown.

Material examined. Holotype: ♀, Mt. Mogan , Zhejiang, 2009. VI.12, Lin Wei, No. 923079.

Distribution. China (Zhejiang).

Etymology. The specific name “ paracostulae ”, referring to the species having a costula-like transverse carina on propodeum.

Remarks. This species is similar to D. testacea Liu & Chen , sp. n., but differs from the latter by the following: penultimate antennomere transverse (the latter 1.5× longer than wide); T1 distinctly constricted posteriorly (the latter parallel-sided or with weakly arched sides); and ovipositor sheath at most 0.9× as long as hind tibia (the latter 1.2×).
