Diagnosis. The new species is similar to F. karii Bidzilya & Huemer, 2022 superficially. It can be distinguished in the male genitalia by the sternum eight with a deep anterior emargination and a shallow posterior emargination, and the phallus with a medial cornutus strongly curved at basal 1/3 ( Figs 18 View FIGURES 11-20 , 28 View FIGURES 26-30 ); in F. karii , the sternum eight is nearly straight on the anterior margin and deeply emarginated on the posterior margin, and the medial cornutus of the phallus is curved at distal 1/3 ( Bidzilya & Huemer 2022: figs 42, 43).
Description. Adult ( Fig. 8 View FIGURES 1-10 ). Wingspan 19.0 mm.
Head grayish white mottled with pale brown, frons grayish white. Labial palpus: first segment pale brown on outer surface; second segment grayish white mottled with pale brown except pale brown at basal 1/5 on outer surface; third segment pale brown mottled with grayish white. Antenna: scape pale brown, mottled with grayish white; flagellum pale brown.
Thorax and tegula grayish brown. Forewing brown, with indistinct dark brown spot at 2/3 of fold, at middle and end of cell respectively; cilia grayish brown. Hindwing and cilia pale grayish brown. Fore-and midlegs brown on outer surface, grayish white on inner surface, tibiae with grayish white at apex on outer surface, tarsi grayish white at apices of 1-2 tarsomeres of foreleg and 1-3 tarsomeres of midleg; hindleg grayish white, mottled with some pale brown scales.
Male genitalia ( Figs 18 View FIGURES 11-20 , 28 View FIGURES 26-30 ). Tergum eight ovoid, with broad anterolateral arms sclerotized on inner edge. Sternum eight inverted sub-trapezoid, anterior margin deeply emarginated to anterior 1/5, with slender anterolateral arms; posterior margin slightly emarginated at middle. Uncus narrowed from base to basal 2/3, distal 1/3 subparallel sided; posterolateral lobe sclerotized, digitate, median protrusion sub-circular. Gnathos stout, hooked, narrowly rounded at apex, distal 2/5 serrate on inner margin. Tegumen with anterior margin deeply emarginated to 1/2. Valva narrowed from base to apex, bent inward, apically touching apex of gnathos. Sacculus digitate, setose, about 1/3 length of valva, slightly bent inward. Anellus lobe heavily sclerotized, hooked, basal 1/3 greatly widened, distal 2/3 horn-shaped, curved outward; shorter than sacculus. Vinculum narrow. Saccus slightly narrowed to obtuse apex, longer than sacculus. Phallus with two sclerotized lateral extensions and two cornuti: left extension sinuate in Sshape, with several teeth along outer margin from basal 1/4 to distal 1/4, narrowed distally; right extension slender, curved in S-shape; apical U-shaped cornutus with left arm 1/2 length of right arm, with a tooth on inner margin; medial horn-shaped cornutus strongly curved at basal 1/3.
Female unknown.
Distribution. China (Xinjiang).
