Description. Male. Body small, comparatively robust. Head shout and short, hypognathous. Fastigium verticis short conical, apex bluntly rounded, with a thin longitudinal furrow. Eyes oval, projecting prominently outwards and forwards. Maxillary palpi long, apical segment widened at apex and longer than penultimate one.
Pronotum elongate, reaching base area of third abdominal tergite, anterior margin straight, posterior margin obtusely rounded, lateral lobes longer than deep, without humeral sinus. Thoracic auditory spiracle open.All femora unarmed on ventral surface; procoxae with 1 spine; protibiae with 5 pairs of short spines on ventral surface; tibial tympana long ovate, open on both sides. Posttibiae with 16–20 spines on internal and external margins of dorsal surface separately, 1 pair of dorsal apical spurs and 2 pairs of ventral apical spurs.
Tegmina short, reaching posterior margin of pronotum, apices obtusely rounded, visible in lateral view, exposed part broad.
Tenth abdominal tergite extended, with a semicircular incision on the centre of posterior margin, lateral lobes rounded. Epiproct elongate, obviously surpassing apices of cerci, bent downwards, fused with the preceding tergite, apex bluntly rounded. Cerci short, visible in dorsal view, slightly stout at base, apices hooked and curved internally and dorsally. Subgenital plate trapezoidal, broad in base, apex slightly narrow, posterior margin straight, with a longitudinal carina on the midline. Styli medium length, inserted on apico-lateral margins of subgenital plate. Genitalia shorter, basal area broad, apex narrow.
Coloration. Body variegated, mainly brown. Head brown, fastigium verticis light. Eyes brown. Disc of pronotum light, with a longitudinal Y-shaped lightly brown stripe in the midline; lateral lobes brown, with a longitudinal light stripe on the dorsal margin. Dorsal surface of abdomen blackish brown, with a longitudinal light brown stripe on every lateral surface. Epiproct and cerci light, subgenital plate dark brown. Legs pale, profemora with 2 light brown stripes, protibial tympanal organs light. Outer surfaces of postfemora with some nearly parallel light brown stripes, and a transversal light brown stripe in middle area, genicular lobes brown. Tibial spines blackish brown, first to third tarsi dark brown, fourth tarsus light.
Female. Pronotum shorter, lateral lobes narrowing. Tegmina ovoid, positioned laterally, reaching middle area of second abdominal tergite or posterior margin. Tenth abdominal tergite with posterior margin concave. Cerci conical, apices acute. Ovipositor narrowing gradually, obviously curved upwards, smooth, apex acute. Subgenital plate tongue-shaped, posterior margin rounded.
Measurements (mm). Body (from apex of rostrum to posterior margin of apical abdominal tergite): ♂ 9.5, ♀ 11.3; pronotum: ♂ 4.5, ♀ 3.5; postfemora: ♂ 9.0, ♀ 10.0; ovipositor (basal margin of subgenital plate to apex of ovipositor): 7.0.
Material examined. Holotype: ♂, Liziping, Shimian, Sichuan, 3 August, 2019, coll. Hai- Jian Wang . Paratypes: 1♀, same data as holotype ; 1♀, Liziping, Shimian , Sichuan, 11 September, 2018, coll. Hai-Jian Wang.
Distribution. Sichuan (Shimian).
Discussion. The new species is similar to Neocyrtopsis (Neocyrtopsis) fallax Wang & Liu, 2013 , but epiproct of male prolonged obviously, and subgenital plate of female tongue-shaped, nearly equal width.
Etymology. The specific name is taken from the type locality.
