Description. Female (holotype, Figs 1C View FIGURE 1 , 3G, J View FIGURE 3 , 4M View FIGURE 4 , 6B View FIGURE 6 , 8C View FIGURE 8 ). Length without ovipositor about 10.0 mm. Head black. Mouth parts blackish brown to black; ligula mostly whitish and mandible dark brownish gray subapically. Antenna entirely black. Thorax black, outer margin of tegula dark brown. Legs black; tibiae apically and tarsi partly dark brownish. Wings weakly darkened, forewing more strongly darkened toward base; veins and stigma blackish brown. Abdomen black; last tergum and ovipositor sheath each with very narrow apex pale brown.
Malar space about 0.6× length of distance between toruli, with ventral pit rather shallow, not sharply delimited by carina all around; occipital carina (crassa) distinct, sharp and entire; genal carina blunt laterally and obsolete above; inner orbits subparallel, interocular distance at level of toruli about 1.7× eye height; shallow wide depression near median fovea. Labial palp with 3 palpomeres; maxillary palp with 5 palpomeres; labial and maxillary palps subequal in length. Both antennae with 13 antennomeres; scape (incl. radicula):pedicel:flagellomere 1:flagellomere 2 as 1.9:1.0:1.7:1.1; flagellomere 2 about 2.7× longer than broad. Hind tarsomere 1 about 0.6× length of remaining tarsomeres combined, about 1.0× length of tarsomeres 2–4 combined; tarsal claws with basal lobe but without inner tooth. Forewing ( Fig. 6B View FIGURE 6 ) with cell 3R1 open at apex (vein R1 separated from vein Rs apically); cell 2Rs about as wide as cell 1M; crossvein 2r-m interstitial with crossvein 2m-cu on vein M; crossvein 3r-m complete on left wing ( Fig. 1C View FIGURE 1 ) and medially interrupted on right wing ( Fig. 6B View FIGURE 6 ); vein 1A fused with vein 2A+3A for about length of flagellomere 1; hindwing ( Fig. 6B View FIGURE 6 ) with cell R1 open at apex and crossvein 2r-m absent. Abdominal tergum 10 shortly protruding at apex. Ovipositor sheath with valvula 3 (apical sheath) about 0.8× length of valvifer 2 (basal sheath) ( Fig. 8C View FIGURE 8 ).
Frons and interantennal area coarsely reticulate; gena covered with rough longitudinal wrinkles; vertex with large anterior subtriangular part of postocellar area and large area behind upper orbit coarsely rugose and irregularly reticulate, not shiny, and other posterior part smooth, shiny ( Fig. 3G, J View FIGURE 3 ). Pronotum irregularly wrinkled with only anterior ventral part very smooth and impunctate; propleuron very roughly wrinkled with dorsolateral surface rather smooth; mesoscutal median lobe coarsely reticulate; lateral lobe coarsely reticulate with large elongate even area with coriaceous and mat surface; mesoscutellum densely microsculptured all over, mat ( Fig. 5B, E View FIGURE 5 ); mesepisternum rather shallowly irregularly rugoso-reticulate; mesepimeron rather regularly finely and obliquely striated; metepisternum coarsely rugoso-reticulate; metepimeron rather regularly striated. Each abdominal tergum very weakly shiny with very fine surface microsculpture, only very narrow posterior margin nearly smooth.
Male (paratype from Shinonome-ko, Fig. 10 View FIGURE 10 A–C). Length about 5.0 mm. Similar to female in color and structure except as follows: Apical half of mandible, antennal scape, pedicel and flagellomere 1 and tegula mostly, apex of each tibia, and each tarsus except at apex pale brown (as in Fig. 6E View FIGURE 6 ). Both antennae with 13 antennomeres; flagellomere 2 about 3.4× longer than broad; hind tarsomere 1 about 1.1× length of tarsomeres 2–4 combined; abdominal tergum 9 flattened, without median longitudinal keel, broadly rounded at apex; sternum 9 with posterior margin roundly incised at middle. Variation ( Tables 1, 2). Female: The length without ovipositor varies from 7.5 to 10.5 mm (n=3). The color pattern shows no conspicuous variations. The antenna has 13 or 14 antennomeres (n=5); flagellomere 2 about 2.7–3.1× longer than broad. The crossvein 2r-m in the forewing is interstitial with the crossvein 2m-cu on the vein M ( Figs 1C, D View FIGURE 1 , 2G View FIGURE 2 , 6B View FIGURE 6 ). The crossvein 2r-m in the hindwing is present in two paratypes. The valvula 3 (apical sheath) is about 0.8–0.9× length of the valvifer 2 (basal sheath) (n=3) ( Fig. 8 View FIGURE 8 A–C). Male: The length varies from 5.0 to 7.0 mm (n=5). The color pattern shows no conspicuous variations. The antenna has 13 (n=8) or 15 antennomeres (n=2); flagellomere 2 about 2.9–3.5× longer than broad. The crossvein 2r-m in the forewing is interstitial with the crossvein 2m-cu on the vein M. The crossvein 2r-m in the hindwing is present in one paratype and absent in three paratypes, and the crossvein 2r-m is present but atrophied in one paratype.
Distribution. Japan (Hokkaido, Honshu).

Host plant. Unknown.
Etymology. This new species is named in honor of Mr. Haruyoshi Kojima, Nagano, who collected the holotype.
Remarks. This new species is characterized by the largely coarsely microsculptured vertex ( Fig. 3C, F, G, J View FIGURE 3 ) and mesoscutellum (5B, E), the thin antenna ( Fig. 4 View FIGURE 4 K–O), the comparatively short hind tarsomere 1, the interstitial crossveins 2r-m and 2m-cu on the vein M in the forewing ( Figs 1C, D View FIGURE 1 , 2G View FIGURE 2 , 6B View FIGURE 6 ), and the comparatively short valvula 3 (apical sheath) (see the key for more details).
