Diagnosis. This new genus is defined by the following combination of characters: postpedicel with broad base, with apical half tapered; stylus comprises two articles, shorter or longer than half length of postpedicel with apical mechanoreceptor or sensillum greatly reduced in length; prosternum isolated, not fused to proepisternum; scutellum with 2–3 pairs of apical setae; laterotergite bare; male hind femur usually modified; wing with basal costal seta present; R 4+5 branched or unbranched; cell dm produced apically ( Fig. 10 View FIGURES 8–10 ); male terminalia with epandrial lobe ventral to distinctly digitiform surstylus; phallic guide and inner apodeme absent (see Shamshev & Sinclair (2009) for further details).

Remarks. The following new combinations are proposed: P. arundela ( Shamshev & Sinclair, 2009) comb. nov., P. caucasica ( Shamshev & Sinclair, 2009) comb. nov., P. italica ( Loew, 1873) comb. nov., P. kubaniensis ( Shamshev & Sinclair, 2009) comb. nov., P. merzi ( Shamshev & Sinclair, 2009) comb. nov. and P. setosa ( Bezzi, 1924) comb. nov.
