Body length 4.4 mm, fore wing length 4.2 mm and antenna length 5.2 mm.
Antenna with 39 flagellomeres. Terminal flagellomere acuminte. Median flagellomeres approximately 2 x longer than wide. Occipital carina weak, irregular and indistinct among other parallel rugae on occipit, ventrally joining hypostomal carina. Mesopleuron and mesosternum largely aciculate, though extensively coarsely rugose anterodorsally, precoxal sulcus broad, weakly impressed, with approximately circular, rugulose area medially, speculum very large. Propodeum with strong, complete, somewhat irregular midlongitudinal carina and with conspicuous transverse rugae running to posterolateral projections. Fore wing vein 2-CU1 2.2 x 1-CU1. Apex of fore wing subbasal cell densely evenly setose without glabrous area, and markedly more densely setose than basal part of cell. Fore wing vein 3-SR 1.8 x vein r. Fore wing vein 2-SR+M 1.0 x vein r. Fore wing vein SR1 2.5 x vein 3-SR. Hind wing vein M+CU 1.75 x 1-M. Hind wing subbasal cell with a weakly setose area anterodistally. Hind wing vein m-cu virtually ansent. Apex of hind tibia without comb of modified adpressed setae medially. Claws pecten of moderately tightly spaced, thickened,short, silvery setae on basal 0.7 of basal lobe. Basal lobes of 1 st tergite hardly protruding and not extending beyond spiracle, weakly concave posteriorly. Midlongitudinal carina of 3 rd tergite weakly differentiated on anterior 0.4.
Etymology. Named after the character Lord Downey, head of the guild of assassins in the Terry Pratchett Discworld novel.
