Type material

Description
Male: length of wing 4.6 mm.
Head with occiput blackish to dusted greyish. Ocellar triangle blackish, prominent, without distinct bristle. Frons blackish. Face shining blackish. Antenna black. Proboscis long (three times the head height), labrum brownish, labium blackish, strongly sclerotized, with distinct annulations, labella slender, bare, palpus not visible. Eyes holoptic, upper ommatidia enlarged.
Thorax blackish to dark brown. Antepronotu m with a few distinct lateral bristles. Postpronota l lobes shining brown, with one long, strong basal bristle. Proepisternum bare. Prosternum with a few distinct lateral bristles. Scutum without distinct stripe. Acrostichals and dorsocentrals uniserial, latter with one strong, long prescutellar bristle. One strong, long postsutural supraalar, a few ®ner, shorter others. Three strong, long notopleurals. Postalar calli brown with one strong, long bristle. Scutellum with two strong, long apical bristles, two ®ner, shorter subapicals. Laterotergite with fan of strong, long bristles. Anterior and posterior spiracles black and dark brown, respectively.
Legs dark brown, coxae lighter. Fore femur with one row of ®ne, long anteroventral bristles. Fore tibia with one row of strong, long anterodorsals except at basal tip. Mid femur with one row of strong, long anterodorsals, two rows, respectively antero- and posteroventral, of ®ner, long bristles. Mid tibia pennate anterodorsally except at basal tip, with numerous strong, long bristles antero- and posteroventrally as well as posterodorsally. First tarsomere of fore and mid tarsi with rather strong, not very long dorsals and ventrals. Hind femur with numerous distinct dorsals especially in the middle, ®ne antero- and posteroventrals. Hind tibia covered with rather strong, very long bristles especially dorsally. First tarsomere of hind tarsus with numerous distinct bristles, longer dorsally.
Wing brown. Sc abbreviated. R 41 5 branched at right-angle, R 4 faint. Discal cell truncate. M1, M2 abbreviated. A1 complete, faint at tip. Anal lobe well developed, anal angle acute. Halter with brown base, yellowish stem, blackish knob.
Abdomen with ®rst three segments yellowish with a few distinct bristles especially at base, otherwise brown, lighter than thorax. Modi®cations of male pregenital segments similar to E. juxtaripa .
Hypopygium (®gures 36, 37) similar to E. juxtaripa except for the following characters: cercus with rather narrower rounded posterior lobe and truncate anterior one (®gure 37). Dorsal bristles of epandrial lamella longer (®gure 36).
Female similar to male except for the following characters: distinct pair of ocellar bristles. Eyes dichoptic, lower ommatidia enlarged. Frons shining black. Numerous distinct presutural supraalar. About 8±10 strong notopleurals. Legs a little darker. Fore femur pennate ventrally except at apical one-quarter. Fore tibia pennate ventrally on apical half. First tarsomere of fore tarsus pennate dorsally, with a few ®ne ventral pennate bristles. Mid femur pennate dorsally except at basal tip and apical one-quarter, pennate posteroventrally, and anteroventrally on apical half. Mid tibia pennate dorsally except at tips. Hind femur pennate dorsally except at tips and ventrally except at basal tip. Hind tibia densely pennate dorsally except at basal tip. Abdomen shining brown to dusted brown on tergites 7±10. Tergite 7 with U-shaped anterior margin (®gure 38). Cercus dusted brown, longer than broad, with bristly hairs.
Discussion E. plumata belongs to the E. (C.) lyra -complex. See discussion in E. juxtaripa .
Distribution West Africa: Senegal.
Etymology The name of species is derived from the Latin word plumatus meaning feather.
