Ochraceous. Head, thorax and forewings with dark brown maculations. Basal triangles on scutum often fuscous, apices of veins reaching costal margin and claval veins ending in dark brown spots.
Head about as wide as or slightly wider than pronotum, in profile thinner than in other species of Tambocerus ( Fig. 16 View FIGURES 13–23 ). Vertex 2.1–2.6 times as wide between eyes as median length. Fore tibia with dorsal setal formula 5+5.
Male genitalia. Pygofer in lateral aspect broadest at base and narrowing posteriorly with dorsal marginal thickening in posterior half, posteroventral margin with dark pigmented crest, macrosetae absent but with hair-like setae. Subgenital plate rectangular and rather truncate posteriorly with several macrosetae arranged in one row along posterior submargin and marginal hair-like setae. Connective with stem moderately long (1.6–2.0 times as long as arms), posterior margin either bifid or not. Style with apical lobe short, apophysis variable in thickness but with deep rugae. Aedeagus in lateral aspect with well developed basal apodeme and shaft curved dorsally rather abruptly, almost at right angle, shaft expanded laterally into lamellate lobe of varying width with serrated margins.
Female genitalia. Seventh sternite almost four times as wide as median length, short median convex projection of posterior margin with median black spot and lateral region of posterior margin concave ( Fig. 76 View FIGURES 67–76 ).
Measurements. Indian specimens: Male 5.0– 6.1 mm long, 1.5–1.6 mm wide across eyes. Female 6.5–6.8 mm long, 1.9 mm wide across eyes. Sri Lankan specimens: Male 5.7–6.1 mm long, 1.6–1.8 mm wide across eyes. Female 6.2–6.3 mm long, 1.9–2.0 mm wide across eyes.

Remarks. This is the most widely distributed species and the most variable in male genitalia structure. The male from Kanakapura is the shortest measuring 5.00 mm long and also has slightly narrower basal lateral lobes on the aedeagal shaft ( Fig. 74 View FIGURES 67–76 ).
Etymology. The species is named after late Dr J. P. Kramer, well-known Auchenorrhyncha taxonomist from the USA.
