It differs from V. ponticum stem upper part branched (vs. simple), basal leaves broadly ovate to oblong, double serrate, acute to acuminate, petiole absent (vs. broadly ovate, cordate, crenate, acute; with petiole 3−7.5 cm. long), bracts cordate, irregular serrate, acuminate (vs. ovate-lanceolate, lanceolate, cordate, serrate or entire, acuminate), corolla stellate and articulate hair outside (vs. glabrous outside,). It differs from V. bornmuellerianum plant stem upper part branched (vs. sometimes branched at base), basal leaves broadly ovate to oblong, double serrate, acute to acuminate, petiole absent (vs. broadly ovate, cordate, irregular dentate, acute; with petiole 8−11 cm. long), bracts cordate, irregular serrate, acuminate (vs. cordate-ovate to ovate-lanceolate, cordate, crenulate to entire, acute to acuminate), corolla stellate and articulate hair outside (vs. glandular and articulate eglandular hair outside).

Type:— TURKEY. Kars: Tuzluca-Kağızman 10 km., 1300−1400 m., riverside, meadows, 2 June 2002, F.A.Karavelioğulları 3267, M. Ekici &H. Akan (holotype GAZI!, isotype ANK!).

Perennial, 30−70 cm long, with greenish densely stellate, articulate and stalked glandular hairs. Stem cylindrical, upper part branched. Basal leaves broadly ovate to oblong, double serrate, acute to acuminate, 18−35 × 8−10 cm, petiole absent. Cauline leaves ovate to oblong, semi-amplexicaule, serrate, acute to acuminate, 6−15 × 4−10 cm, petiole absent. Inflorescence compact, dense, simple or branched. Bracts cordate, irregular serrate, acuminate, 4−8 × 3−6 mm. Pedicel 1−3 mm long, ebracteolate. Calyx tube plus calyx teeth 9−12 mm long, divided almost to base, lobes broadly ovate-lanceolate, acute. Corolla 20−30 mm diam., yellow, tube 2−3 mm long, lobes unequal, orbicular, stellate and articulate glandular hairs outside. Stamens 4, 4−7 mm long, filaments 3−5 mm long, with purple-violet woolly indument, two antherior glabrous near apex. Anther reniform, 1−2 mm long, two anterior anthers decurrent on to filament. Ovary ovoid, 1−2 × 0.2−0.5 mm Style filiform, 10−25 mm long. Stigma spathulate, 2−3 × 0.5−1 mm. Capsule ovate, 5−10 × 4−6 mm densely pubescent and covered with glandular hairs.

Phenology:—Flowering and fruiting from June to July.

Habitats:—Riverside, meadows, 1300−1400 m.

Distribution:—Irano-Turanian Region, Apparently endemic to the Kars province, in South-east Anatolian Region of Turkey. A9 takes place in the grid system.

Etymology:—This is one of the new species which has been named in honour of the eminent physicist Prof. Dr. Ibrahim Belenli who was previous rector of Hakkari Üniversity.

Additional specimens seen (paratype):— Kars: Tuzluca-Kağızman 30 km., 1200−1300 m., riverside, meadows, 5 July 2002, F.A. Karavelioğulları 3280, M. Ekici & H. Akan. (GAZI!).

Conservation status:—The extent of occurrence is about 10 km 2. The new species is known for a single location. V. ibrahim-belenlii grows on riverside, meadows. Its habitat continues to decline due to agricultural activities and other local uses (criteria B1ab(iii) under CR risk category). The threat category of V. ibrahim-belenlii is suggested as CR [B1ab(iii)].
