Head with crown broadly rounded anteriorly. Pronotum large, more than 1.5 times as long as mesonotum. Fore wing with 2 nd apical cell stalked (or sometimes pointed) basally. Hind wing with vein RP fused to MP’ in apical ⅓; vein CuA branched more basally than point confluent with MP”. Male abdominal sternal apodemes short, exceeding anterior margin of 4 th segment.
Male genitalia. Pygofer roundly rectangular posteriad, bearing numerous setae scattered on surface, with or without dorsal process. Subgenital plate moderately long, about twice as long as valve, with concave outer margin, bearing macrosetae arranged in oblique row across plate and numerous fine setae on dorsal margin and apex. Style broad, with short apophysis and large preapical lobe. Connective T-shaped, with or without central lobe. Aedeagus tubular and slender, without process; shaft semicircular, curved dorsally; gonopore apical.
Distribution. Palearctic region, Oriental region (Taiwan).
Remarks. This genus was synonymized under Igutettix Matsumura , because of the misidentification of the type species of that genus by Dworakowska (1993b). However, Vilbasteana may be distinguished by the following features: fore wing 2 nd apical cell stalked or pointed basally, hind wing vein CuA branched more basally, subgenital plates of male genitalia not fused to valve, style broad, and aedeagus simple. These features are common to Paraafrakra Chiang, Hsu et Knight from Taiwan, and accordingly, Paraafrakra is newly synonymized under Vilbasteana . As a result, Vilbasteana now comprises two species: V. oculata (Lindberg, 1929) comb. rev., V. fulva ( Chiang, Hsu et Knight, 1990) comb. nov.
