Diagnosis. A green to brown glossy species, coxae and femora yellow, tibia and tarsi pale brown; abdomen brown; hypandrium elongate, clasping cercus sickle-shaped with a small dark apical seta on inner surface.

Description. Male. Body glossy dark-green to brown, body length approximately 1.8 mm. Head elongate, attached to thorax high on occiput. Antenna as in genus description; pair of remarkably long ocellar setae. Thorax brownish, ventrally lighter brown; mesonotum with 5 pairs of dorsocentral setae (dc); 2–3 pairs of acrostichal setae (ac) in front of first pair of dc. Coxae, trochanters and femora yellow; tibiae and tarsi pale brown. Wing brownish translucent, veins R 4+5 and R 5 stronger than all other veins; auxiliary crossvein connecting R 2+3 and R 4 absent. Wing length 2.0 mm, width 0.65 mm. Abdomen with brown tergites and sternites, sternites 4–8 darker brown. Tergite 1 thin; tergite 2 large with lateral prolongations reaching edges of sternite 1. Terminalia with elongate hypandrium; phallus almost straight with well-developed distiphallus. Outline of epandrium with horizontal base, vertical lateral edges and dorsal semicircular edge; surstylus small (not identified). Clasping cercus sickle-shaped, with broad, strong base and elongate and evenly bent distal part; near base several stronger setae; short strong seta on inner surface at tip.

Material examined. HOLOTYPE: ♂: Portugal: 16.VII.2023, Viana do Castelo, Melgaço, Castro Laboreiro e Lamas de Mouro ( Parque Nacional da Peneda-Gerês ), 41°59'39.4"N, 8°10'03.7"W; leg. RA (slide mounted) GoogleMaps . PARATYPES: Portugal: 1 ♀, same data as holotype GoogleMaps . France: 1♂ [slide mounted; slide with 3 white labels]: 1. Dolichocephala fumosa V . ♂, BBB TÉTE, France, GEN. Profil ; 2.GBIFCH 00602619; 3. Escalette, 410 m, 21.V.1973 , HOLOTYPE, A. THOMAS [labels 1 and 3 pencil handwriting Vaillant, 2 printed]; [red label ‘ Dolichocephala fumosa paratype Wagner 2024 ’ on backside of slide]. Holotype and paratypes deposited in collection RW and MZLS .

Etymology. The new species is named in reference to the darkly colored wings.

Remarks. Dolichocephala . fumosa is a close relative of D. cavatica (Becker, 1889) , with both species lacking an auxiliary crossvein between R 2+3 and R 4. Differences between species include wings plain translucent in D. cavatica , brownish in D. fumosa ; the hypandrium of D. cavatica is short triangular, but is elongate rectangular in D. fumosa .

Ecological notes. In Portugal, this species was discovered in a rocky stream bed (Ribeira de Dorna) ( Fig. 2 View FIGURES 1–4 ) by sweeping the wet surface of exposed rocks. The site is situated at an altitude of approximately 800 meters, within a forest primarily dominated by oaks. Birches and willows are also present along the stream banks.
