Description. Female holotype. Body length 7.5mm, fore wing length 4mm.

Head. Antenna with 33 flagellomeres; basal flagellomeres relatively slender, first flagellomere about 3.0× longer than wide apically; preapical flagellomeres slightly longer than wide. Head transverse, width 2.2× its length in dorsal view. Temple short, narrow behind eye, in dorsal view about 0.5× as long as eye width. Interocellar distance about 1.3× ocello-ocular distance, 1.3× between median and lateral ocelli and 1.5× diameter of ocelli. Inner eye orbits indented and weakly convergent ventrally. Occipital carina not bent outwards ventrally, reaching hypostomal carina little before mandibular base. Malar space 0.5× as long as basal width of mandible. Face rugulose, flat in profile, narrowed ventrally, minimal width of face 0.5× as long as eye length and 0.9× as long as width of frons. Clypeus rugulose, weakly convex in profile, apical margin convex.

Mesosoma. Pronotum rugulose dorsally, trans-striate ventrally. Mesoscutum granulate, rugulose in notaulic area. Scutellum and metascutellum rugulose-punctate. mesopleuron granulate above, finely rugulose below with small and sparse punctate, trans-striate below subtegular ridge; speculum largely shiny, almost smooth. Metapleuron mat, with lower portion rugulose, juxtacoxal carina absent. Side of propodeum rugulose, dorsally rugose, with median groove broad and shallow, and trans-striate; basal carina indistinct; medio-longitudinal carina absent; lateral longitudinal carina absent; apical carina weak; costulae absent; propodeal spiracle oval.

Wing. Fore wing with relatively small petiolate areolet, emitting second recurrent vein little behind middle. Second intercubitus vein weakly pigmented. Radial cell very short, distal part of surrounding vein about 1.5× longer than proximal one. Nervulus only slightly distad of basal vein. External angles of discal cell acute (75°). Hind wing with nervellus not intercepted and strongly reclivous.

Legs. Hind femur 4.5× longer than wide. Inner spur of hind tibia about 0.7× as long as first tarsomere of hind tarsus.

Metasoma. First tergite short, stout, strongly widened apically, 4.3× longer than its apical width, 1.1× longer than second tergite, shorter than hind femur, without glymma; dorso-median carina of first tergite absent. Second tergite 2.0× longer than its apical width; thyridium drop-shaped, its distance from basal margin of tergite about equal to its length. Third to six tergites about as long as its apical width. Ovipositor sheath short, slightly extending beyond metasomal apex.

Colour. Black. Mandible except teeth blackish brown. Scape and pedicel dark brown. Tegulae brown. Fore and mid leg coxae and trochanters black, femura yellowish brown, tibiae whitish dorsally, yellowish brown ventrally, base of basitarsus whitish, remainder of tarsus brownish; hind leg coxa and trochanter black, femur yellowish brown with basally and apically darken, base of tibia whitish and middle dorsal part of tibia yellowish brown, basal 0.2 of hind basitarsus whitish, rest of the leg brownish. Metasoma wholly black with apcial segments partly brownish.

Variation. Body length 6.5–6.8 mm; fore wing length 3.7–4.3 mm. Antenna with 33–35 flagellomeres. Interocellar distance 1.1–1.3× ocello-ocular distance. Malar space 0.5–0.6× as long as basal width of mandible. Hind femur 4.2–4.8× longer than wide.

Male. Same as the female.

Distribution. China (Beijing, Heilongjiang, Jilin, Shanxi).

Comparison. This new species is similar to C. formosana Momoi, 1970 from China and India, but differs from the latter by the male genital claspers being broad and round apically, interocellar distance about 1.3× ocello-ocular distance, hind wing with nervellus strongly reclivous, mandible except teeth blackish brown, tegulae brown, fore and mid leg coxae and trochanters black.

Etymology. The name is proposed in the memory of Prof. Jun-hua He.
