Description. MALE. Length 3.2 mm. head and mesosoma almost black, metasoma dark castaneous. Wings subhyaline. Clypeus with median lobe trapezoidal, apical margin narrow in frontal view, medially with triangular polished area; median carina absent. Frons strongly coriaceous, punctures inconspicuous. Vertex slightly convex. Notaulus present on anterior half of mesoscutum. Propodeal disc rugose. Hypopygium (as Fig. 22 View FIGURES 10 – 22 ) with posterior margin with short and concave emargination. Genitalia ( Figs 69–71 View FIGURES 63 – 71 ). Basal parameral expansion ill-defined, virtually absent. Aedeagal ventral ramus very short, laminar, surface vertical, rectangular in lateral view. Aedeagal dorsal body with three pairs of apical lobes, outer pair laminar, surface subvertical, apex sharpened and slightly curved ventrad; ventral pair laminar, surface subhorizontal, apex blunt with spine-shaped inner corner; inner pair membranous, hairy.
FEMALE unknown.
Material examined. Holotype ♂, KENYA, Lake Bogoria, 0°11.7’N 36°7.3’E, Fig Tree Campsite, Malaise trap, 20.viii.98, R. Copeland ( NMKE). Paratype ♂, KENYA, same data as holotype ( NMKE). Etymology. This species is named after James Carpenter (Jim), for his contribution on the studies of Vespoidea.
