Diagnosis. Forewing length is 10.5–11.5 mm in males (11.5 in the holotype) and 12.5–13 mm in females. Barsine cao sp. n. is similar externally to B. fasciata and the form of B. nigralba with shortly dentate postmedial line, but differs from them by its broader forewing, slightly longer submarginal area with not interrupted longitudinal strokes on veins, and very short dentation of postmedial line on veins on R 3–5 and M 1 corner of the cell. The male genitalia of B. cao sp. n. are similar to those of B. selene sp. n., but differ by the much larger medial costal process, the broader distal costal process, the longer distal membranous lobe of valva, the much longer distal saccular process extending distally beyond the distal membranous lobe of valva, and the narrower vesica with the broader cluster of cornuti. The female genitalia of B. cao sp. n. differ clearly from those of B. selene sp. n. by the weaker sclerotized antrum without lateral lobes and the much smaller appendix bursae. The female genitalia of the new species are most similar to those of B. speideli sp. n. and B. nigralba , but can be distinguished from B. speideli sp. n. by the narrower antrum, the larger sclerotized posterior are of corpus bursae, the slightly larger signum, and the much smaller appendix bursae; in comparison to those of B. nigralba , they differ by the narrower antrum without an anterior protrusion, the evenly scobinated medial and right parts of corpus bursae (while in B. nigralba the corpus bursae has a narrow band of scobination only), and the much smaller appendix bursae.
Distribution. North Thailand, North Laos and North Vietnam.
Etymology. Cao Dai is the higher godhead of Vietnam also known as all-seeing eye.
