Diagnosis. Wing hyaline, brown stigma somewhat short and narrow; R4+5 and M1 little divergent at extreme tip. Legs black. Left surstylus short wide, but finger-like in dorsal view. Right surstylus short and wide, apically with nearly semicircular incision. Hypandrium much longer than wide, apically narrowed with small subtriangular incision.
Description. Male. Body length 3.1 mm, wing length 2.9 mm.
Head black with pale gray pollinosity. Eyes contiguous on frons, dark yellow with enlarged upper facets. Setulae and setae on head black except setulae on posteroventral surface yellow; ocellar tubercle distinct, with 2 long oc and 2 short posterior setulae. Antenna black; scape without setulae, pedicel with circlet of subapical setulae; first flagellomere without dorsal setula; arista black, indistinctly pubescent, apical 1/3 or so thin. Proboscis nearly as long as head, blackish. Palpus blackish, with 5 ventral setulae.
Thorax black with pale gray pollinosity. Setulae and setae on thorax black, setulae on scutum short and sparse; ppn absent, 2 npl (posterior npl long), uniseriate dc nearly as long as irregularly biseriate acr, 1 short prsc, 1 psa as long as prsc; scutellum with 8 short marginal setulae (2 setulae between sc) and 2 long sc. Legs black. Setulae on legs yellow or brownish yellow and setae black, but setulae and setae on coxae yellow and setulae on tarsi partly blackish. Fore femur 1.1 times and hind femur 1.85 times as wide as mid femur. Fore and mid femora each with row of yellow thin av and pv. Hind femur with 2 long spinose preapical ad and two rows of spinose ventral setae on tubercles. Fore tibia with 1 ad near apex; apically with 3 setae. Mid tibia with 1 ad at middle; apically with 1 av and 1 pv. Hind tibia apically with 1 setula-like ad and pd somewhat erect. Fore tarsomere 1 with 4 long pv setulae somewhat erect. Hind tarsomeres 1–2 with short irregular ventral spines. Wing hyaline, brown stigma shorter and narrower than usual species; veins dark brown, R4+5 and M1 little divergent at extreme tip. Squama yellow with pale yellow setulae. Halter brown.
Abdomen nearly straight, subshiny black with pale gray pollinosity; hypopygium weakly swollen. Setulae and setae on abdomen mostly black except venter with yellow setulae and setae and hypopygium with pale yellow or brownish yellow setulae and setae.
Male genitalia ( Figs 9–12 View FIGURES 9 – 12 ). Left epandrial lamella slightly longer than right epandrial lamella, with weakly convex inner margin near middle; left surstylus short wide, but finger-like in dorsal view. Right epandrial lamella with weakly concave inner margin near middle; right surstylus short and wide, apically with nearly semicircular incision. Hypandrium much longer than wide, apically narrowed with small subtriangular incision.
Female. Unknown.
Type material. HOLOTYPE ♂, CHINA, Tibet, Nyingchi (N29°39′ 6.53″ E94°21′ 37.17″), 80K, 2011. VIII.19, L.H. Wang.
Remarks. The new species is very similar to H. longwanganus Yang & Yang from Zhejiang, but it may be separated from the latter by the following characters: setulae and setae on thorax black; stigma short and narrow; hypandrium 1.5 times longer than wide, subapically with wide lateral incision. In H. longwanganus the setulae and setae on the thorax are yellow; the stigma is indistinct; and the hypandrium is 2 times longer than wide, subapically with a narrow lateral incision ( Yang & Yang 2004).
Etymology. The specific name refers to the epandrial lamella projected at the inner margin.
