Head black in ground colour, occiput densely greyish pollinose, covered with short brown setae, one pair of long brownish verticals. Gena densely dusted. Ocellar tubercle greyish pollinose, with 2 black long anterior setae and 2 short posterior pale setae. Frons greyish dusted, very wide, wider than pedicel, slightly more broadened toward ocellar tubercle. Face greyish dusted, as wide as pedicel. Clypeus shiny, long. Antenna black with white stylus (blackish at basal half), pedicel as long as deep, postpedicel very long about 5 X as long as wide at base, stylus densely pubescent about half as long as postpedicel. Proboscis black, shorter than head height. Palpus black, narrowly ovate, small with scattered pale hairs and long brown subapical seta. Thorax black. Due to the dusted thorax, the new species can be compared with P. argentiseta (Collin) or P. pallidiseta Kovalev, which have the same dusted mesonotum and pleura dusted leaving only a large, polished spot on the katepisternum. However, the new species differ from them mainly in the antennae, with long postpedicel and not much longer stylus in the new species, contrary to P. argentiseta and P. pallidiseta where the postpedicel is short and stylus much longer, but the special differential character in P. sivasensis sp. nov. is the black basal half of the whitish arista which, to our knowledge doesn’t exist in the albiseta- group species described so far. Furthermore, the combination of the dusted mesonotum with biserial acrostichals in the new species, is considered peculiar, knowing that P. argentiseta and P. pallidiseta have multiseriate acrostichals. The new species is related to P. argentiseta also in the blackish legs with dark posteroventrals in mid femora. The two species share many common characters (single pair of verticals, basal antennal segments yellow and postpedicel including stylus black, spur on mid tibia large, slightly longer than depth of tibia and sharply pointed, mid femur with yellow posteroventrals, acrostichals biserial, two notopleurals and partly dusted abdomen). These two species share most characters with the new species described above, but the latter differs from P. pedestris mainly in terms of the length of antennal segments and from P. approximatus in the coloration of legs and tarsi annulations. Genitalia of the two species (see Grootaert & Chvála 1992, figs 131 – 133 and figs 151 – 153) differ from that of P. durulmusensis sp. nov. Coxae and trochanters with ordinary yellowish setae of different lengths. Fore femur thickened in basal third, with ventral pale setae. Fore tibia somewhat thickened, clothed with pale setulae. Mid femur distinctly more thickened than fore femur, with double row of black ventral spinules and row of long, yellow posteroventral setae. The key of Grootaert & Chvála (1992) led us to P. latemi Grootaert 1983 due to the yellow second antennal segment (pedicel), which is usually a good differential character within Platypalpus. The new species is similar to P. latemi in many fundamental characters including the pale pedicel, one pair of verticals, yellow thoracic setae, katepisternum with polished spot, two notopleurals, acrostichals biserial, mid femur with long, yellow posteroventral setae, mid tibia with long sharp black spur and dark legs, but it differs from this latter in the dorsocentrals (biserial in the new species, while irregularly biserial in P. latemi), and annulations of tarsi (hard distinct in the new species while are broadly annulated in P. latemi). In the key to males of species of Drapetis of Northwest Europe provided by Michelsen & Grootaert (2019), the new species will run to the exilis - group as the upper cross vein ends beyond the middle of the basal medial cell (bm). Since the new species has mid femur and tibia simple, and the wing with longitudinal veins thickened and vein R 4 + 5 pale and faded shortly before wing margin, it will run to D. incompleta. Platypalpus kirtlingensis is newly recorded here from Central Anatolia (Sivas province) after its record by Grootaert (2008) and Barták & Kubik (2018) in the Aegean region (Aydin and Muðla provinces), and in the Black Sea region (Samsun province) and Mediterranean region (Burdur province) by Barták & Kubik (2018). We add here a second record of the species from the Central Anatolian Region (Kayseri, NevŞehir, Sivas and Tokat provinces) after its original description in the country by Barták & Kubik (2018).
