Diagnosis. This new genus is defined by the following combination of characters: postpedicel with broad base, with apical half tapered; stylus comprises two articles, shorter or longer than half length of postpedicel with apical mechanoreceptor or sensillum greatly reduced in length; prosternum isolated, not fused to proepisternum; scutellum with 2–3 pairs of apical setae; laterotergite bare; male hind femur usually modified; wing with basal costal seta present; R 4+5 branched or unbranched; cell dm produced apically (Fig. 10); male terminalia with epandrial lobe ventral to distinctly digitiform surstylus; phallic guide and inner apodeme absent (see Shamshev & Sinclair (2009) for further details).

Remarks. The following new combinations are proposed: P. arundela (Shamshev & Sinclair, 2009) comb. nov., P. caucasica (Shamshev & Sinclair, 2009) comb. nov., P. italica (Loew, 1873) comb. nov., P. kubaniensis (Shamshev & Sinclair, 2009) comb. nov., P. merzi (Shamshev & Sinclair, 2009) comb. nov. and P. setosa (Bezzi, 1924) comb. nov.
