Diagnosis. Slender, blackish flies; head dichoptic; 2 proclinate orbital setae in both sexes; pedicel with a long seta at most 1/3 length of postpedicel; arista short plumose; 2 katepisternal setae; basal scutellar setae absent; mid tibia with 1 anterodorsal seta; hind tibia with 2 preapical dorsal setae; wing with brownish marking on apical portion; male claws and pulvilli shorter than 5th tarsomere; abdomen dark brown to black in ground color, without distinct pruinosity, with a pair of median discal setae on 3rd to 5th tergites.

Redescription. Body length: 6.3–9.2 mm.

Male and female. Head with grayish-white pruinosity, upper fronto-orbital plate and upper occiput shiny black; palpus black; thorax shiny black, with thin, grayish-white pruinosity on dorsum, dense on postpronotal lobe and notopleural area; abdomen shiny black, without pruinosity; wing pale brown-tinged on apical portion, along veins R 1, R 4+5 and M; body including occiput with only black hairs. Head dichoptic; vertex about 0.33 of head width in male, 0.36 in female; frons with 2 proclinate orbital setae; parafacial with 1–2 rows of fine short hairs on upper 3/4; pedicel with a long seta at most 1/3 as long as postpedicel; postpedicel 5.0–5.5 times as long as pedicel in male, about 4.5 times in female; arista short plumose; 1 presutural and 0 postsutural acrostichal setae; 2 presutural and 3 postsutural dorsocentral setae; 2 postsutural intra-alar setae, anterior seta fine; 2 katepisternal setae; basal scutellar setae absent; costa haired above and below; fore tibia with only 1 posterior seta; mid tibia with 1 anterodorsal seta; hind tibia with 2 preapical dorsal setae; male claws and pulvilli as short as in female, shorter than 5th tarsomere; abdominal syntergite 1+2 without median discal setae, 3rd to 5th tergites each with a pair of median discal setae; male 5th sternite with postero-interior corner of posterior lobe weakly angulated, not pointed.

Male terminalia: Sixth tergite entire, only weakly concave on anterior margin, with a row of setae on posterior margin; surstylus broad, nearly parallel-sided, weakly narrowed near apex, with dense hairs; cerci in dorsal view broad at base and strongly narrowed at basal 2/5, parallel-sided to apical 1/5, then narrowed to apex, with distinct mid-dorsal suture on basal portion and narrowly separated along apical 1/5, in lateral view well constricted at basal 2/5, then evenly curved ventrally; pregonite weakly pointed near median portion; postgonite not extending beyond epiphallus; dorsal sclerite of distiphallus flat, apical membranous portion short, about 1/4 as long as basal portion.

Female terminalia: Sixth tergite long, entire, with several discal setae and a row of marginal setae; 6th sternite with rather dense hairs on entire surface; 7th hemitergites long-ovate in form, with several setae on posterior portion; 7th sternite with rather strong hairs on posterior 1/2; 8th hemitergite rather long, broadly fused with hypoproct on median portion; 8th sternite nearly as long as 7th sternite.

Description of first instar larva. Body length 0.85–0.95 mm; cephaloskeleton rather broad on apical 1/2, dorsal margin weakly concave at middle; 2nd thoracic segment with 3–4 anterodorsal rows of fine spinules; 2nd to 6th abdominal segments each with 5–7 posteroventral rows of short fine spinules, 7th segment with a complete posterior row of spinules.

Distribution. Japan (Hokkaido, Honshu, Shikoku, Kyushu).

Remarks. This species appears to have several generations in Japan between late spring and late autumn. Mesnil (1957: 71) stated that the holotype is a male, but it is in fact a female.
