Description of Female. Fully winged; length 1.8–2.3 mm. Head black, except mandible, clypeus and anteriorl half (or 2/3) of face (Plate 8G) white or testaceous (rarely with very short arms lying along inner margins of eyes)); in specimen from Santon Downham (Norfolk, England) head black, with clypeus, part of gena and small area of face near clypeus whitish; in specimen from Sweden, Limhamns Kalkbrott, face black, except small withish spots near clypeus and on gena); antenna black, except segments 1–2 testaceous; mesosoma and metasoma black; legs testaceous or whitish. Antenna slightly clavate; antennal segments in following proportions: 6:4:5.5:6:7:7:6:5:5:8. Head dull, granulated; frontal line complete; occipital carina complete; POL = 5.5; OL = 3.5; OOL = 3; OPL = 5; TL = 5. Scutum dull, granulated. Notauli incomplete, reaching approximately 0.60–0.75 length of scutum. Scutellum and metanotum shiny, smooth, unsculptured. Propodeum dull, reticulate rugose. Fore wing hyaline, without dark transverse band; stigmal vein regularly curved. Tibial spurs 1/1/2.

Description of Male. Fully winged; length 1.8–2.2 mm. Head (Plate 8H) black, except mandible and clypeus whitish or testaceous (rarely clypeus brown-testaceous); usually face with few whitish spots between antennal toruli; malar space more or less white or testaceous; antenna black; mesosoma and metasoma black; legs testaceous, except metafemur darkened. Antenna filiform; antennal segments in following proportions: 5:5:7:8:9:9:9:9.5:9.5:14. Head dull, granulated; frontal line complete; occipital carina complete; POL = 6; OL = 3.5; OOL = 5; OPL = 2.5; TL = 2.5. Scutum dull, granulated. Notauli incomplete, reaching approximately 0.60–0.75 length of scutum; in specimen from Venturina (Italy), notauli reaching only 0.4 length of scutum. Scutellum granulated. Metanotum shiny, smooth, without sculpture. Propodeum dull, reticulate rugose, without transverse or longitudinal keels. Fore wing hyaline, without dark transverse band; stigmal vein regularly curved. Basivolsella with two subdistal bristles and with an outer basal process (Plate 8I); distal apex of the aedeagus not tridentate (Plate 8I). Tibial spurs 1/1/2.

Material examined. Type: holotype ♂: NEPAL: Katmandu, Bhurumche (CNC). Other material. NEPAL: Ghanpokhara, 5500–7000 ft., 2.V.1954, J. Quinlan leg., 1♂ (BMNH). Palaearctic: CHINA: Ningxia Hui Nationality Autonomous Region, Mt. Liupanshan National Forest Park, 21.VI–14.VII.2008, Jiemin Yao leg., 1♀, 1♂ (SCAU); Ningxia Hui Nationality Autonomous Region, Jingyuan, Mt. Liupanshan, Longtan Forest Farm, 5.VII.2008, Jiemin Yao leg., 2♂ (SCAU). A. querceus is known from many Palaearctic countries: Austria, Belgium, Finland, France, Germany, Italy, Japan, Malta, Norway, Sweden, The Netherlands, United Kingdom ( Olmi 1994, 1999a). The quotations of A. querceus from China by Olmi (1999a) and He & Xu (2002) are really related to Aphelopus albiclypeus Xu, He & Olmi .

Hosts. Cicadellidae Typhlocybinae (Guglielmino & Olmi, 1997, 2006): in France: Empoasca vitis (Göthe) (Olmi, 1991); in Italy: Empoasca solani (Curtis) (Olmi, 1994; Guglielmino & Olmi, 1997) Arboridia versuta (Melichar) (Giordano et al., 2002), Empoasca vitis (Göthe) .

Distribution. China (Ningxia), Nepal (Katmandu, Ghanpokhara).
