Male. Overall color green to yellowish green. Head in dorsal aspect anterior margin forming approximately 90º angle, in facial aspect generally yellow with pale gray pattern, vertex and anteclypeus usually green to bright green, apical margin of crown with black spot, vertex with two spots. Face in lateral aspect slightly convex, ventral part of frontoclypeus almost two times wider than anteclypeus, posterior margin of antennal ledge almost half-way between apical margin of crown and apical margin of anteclypeus. Pronotum generally bright green, fore margin with dim dark patch behind each eye, posterior margin usually darker, first plural sclerite in lateral aspect subpentagonal, with black spot. Scutellum with pair of black spots basolaterally. Tarsus of foreleg and mid leg with black pattern from claws to posterior margin of tibia, hind tibia in lateral aspect with small single spot, apical margin of tarsus with black spot. Forewing with smoky pattern, posterior margin darker. Tergal apodemes of 2nd abdominal segment short, divided by rectangular notch. Sternal apodemes well developed, posterior lobes distinctly close, inner margin with irregular shape.

Male genitalia. Pygofer appendage narrow, apical margin bent inwards. Style narrow, gentle roundly arched, apical tooth not bent. Aedeagus in lateral aspect almost parallel margined in basal half, then gradually tapered to apex.

Female. Bright green to pale yellowish green, generally brighter than male. Head in facial aspect yellow with pale gray pattern, vertex and anteclypeus bright green to yellowish green, apical margin of crown usually with black spot, vertex with two tiny spots. Face in lateral aspect almost flat, center of eye closer to apical margin of lorum than to apical margin of crown. Pronotum bright green to pale yellowish green, fore margin slightly more produced than in male, without dark patch behind each eye, posterior margin usually darker, first plural sclerite in lateral aspect subpentagonal, without black spots. Scutellum without spots. Apical margin of tarsus with black patterns. Forewing with pale smoky pattern, posterior margin darker.

Female genitalia. Valvulae-II with 3–5 preapical teeth each.

Length. Male 4.0− 4.5mm, female 4.7–5.0mm.

Distribution. Korea (new record: Central, South), Japan (Hokkaido, Honshu), China (Northeast), Russia (Moscow, Middle Volga region, South Urals, Amur area, Khabarivsk province, Southern Maritime province), Europe (Central and Southern of Western Europe).

Host plant. Salix babylonica, S. gracilistyla, S. pierotii (Russian Far East), S. triandra, S. euxina (Europe) .
